NEW DELHI: Malini Yadav drops off her two-year-old daughter at a small playschool in Saket every morning. The school is located on the first floor and is being run from a woman’s house.

“This is all I could afford. It is very close to my house and charges ` 2,500 per month. Bigger schools charge between ` 5,000 and ` 10,000 per month. I do worry about my daughter’s safety but what can I do?” says Yadav, who works as an accountant in a private firm in Nehru Place.

The Delhi High Court’s order that mandate playschools built on government land to reserve seats for children from the economically weaker sections may have brought cheer to some but a large number of such schools continue to remain unregulated and the order does not look at the issue of regulation of school built on private land.

According to Social Jurist, an NGO that filed the petition regarding playschools in court, there are more than 700 playschools and nursery schools in the city built on private land. These include schools that strictly fall under the playschool category as well as schools that only have nursery and/or kindergarten.

The fact, however, is that a large number of playschools has been built on private land and in people’s homes and are running completely unregulated.

Out of the 50 branches of the Shemrock schools in Delhi, only six are built on institutional land given by the government. The schools say they follow rules given in the lease documents.

“The only thing that this judgment will do is to create awareness among the people belonging to EWS category that in preschools built on government lands, they can avail of the facility,” said Amol Arora, vice-chairman and managing director Shemrock and Shemford Group of Schools.

According to experts, it is the smaller schools that suffer most from the lack of basic infrastructure such as space, teaching equipment and trained teachers. The bigger schools charge huge amounts as fee.

“The government has not allotted land to educational institutions on concessional rates since 2004. Playschools have mushroomed in basements and top floors without any safety equipment. There are easily more than 2,000 playschools in the city,” said Sumit Vohra, founder, admissionnursery.com.

Members of Social Jurist, meanwhile, feel that the judgment means that a new policy will have to be made for regulating all playschools.

“The regulation for all schools will flow from this order as the government can’t regulate one school while ignoring others. This will be a consequence of this order,” said Khagesh Jha, member, Social Jurist.

My daughter is in a play school which is located in a resident society & they hav a basement and ground floor. So I think it is not registered. So shud I take her out of the school.

It is always better to go for a registered Play school with safe and secure environment.

A regulatory body is essential to monitor the quality of play schools.
