Bill to regulate private school fees next month

The long-standing tussle between parents and private school managements over “exorbitant” fees may soon come to an end with the Delhi government drafting a legislation to monitor and control fees. The Bill, currently being worked on by the Department of Education, is going to be on the lines of the Fee Regulation Act in Tamil Nadu, passed in 2009, a top official at the directorate of education said.

In a Google hangout last week, Chief Minister Arvind Kejriwal had said that to end “unfair” fee hikes by the capital’s private schools, the government would soon be coming out with a Bill to regulate fees and make the system more transparent.

The proposed “Regulation of Collection of Fees Bill” may be introduced in the Assembly session next month. It proposes to constitute a high-powered committee headed by a retired judge to decide on the tuition charges levied by private schools.

In an affidavit filed before the Delhi High Court last year, the Directorate of Education had said the government was working out the legislation modalities. The government had sought directions to constitute a fee regulatory committee for private schools in Delhi. Earlier, a petition was filed against the tuition fee hike by private schools, following which the Delhi High Court had formed a committee under Justice Anil Dev Singh to examine it and also directed the Delhi government to frame a law in this regard. “The Bill will be on the lines of the Fee Regulation Act in Tamil Nadu, passed in 2009. We are currently working on the modalities of the Bill,” Padmini Singla, director of the Directorate of Education, said.

It's great if Fee Regulation Act come into force and stop education in school turn into a business hub. Mr.Vohra too has insisted the same for a long time. Refer

Good share..! But schools are very clever these days...they are not increasing the tution fees much...instead they are hiking annual fees . Hope new bill will have control over that also.
It's a good step taken by the Government. A uniformity should be there in all the private schools.

We are actually protesting against our school for its unjustified annual and development charges which is revised every year. We really need Delhi Government to intervene n tell the private school authorities to cut down on tuition fees as well as A.C & D.C charges. Plsss Mr Arvind Kejriwal do the needful ASAP.

Education  is state subject .Delhi govt  cannot  intervene ..you shud approach harayana CM.

Sakshi ji....as this policy is already implemented in Maharashtra and Tamilnadu so you are requested to kindly highlight some points from there.whats exactly the system there.

Under the Fee Regulation Act in TN, a district committee will decide the maximum fee that can be charged by a private school affiliated to the state education board in the district. The committee consists of a retired High Court Judge nominated by the government, other directors from the state education department, the Chief Engineer from the PWD at the state level, district level education officers, and principals of government schools at the district headquarters.


The factors to be taken into account under the Act to fix the fees charged by schools, other than administrative costs and a “reasonable surplus required for growth” are:

1. Locality of the school, namely, Rural area, Town Panchayat, Municipality, District Headquarters, Corporation

2. Strength of the students

3. Classes of study, and

4. Status of the school, as indicated below:-

a. Schools having minimum infrastructure facilities as prescribed by the Government from time to time

b. Schools having infrastructure facilities more than prescribed:-

i. Schools having more than minimum requirement of lab, more number of library books, classroom facilities and other sanitary and drinking water facilities

ii. Schools having more than adequate class room facilities , lab facilities, library area , no. of books, very good sanitation facilities, highly protected drinking water facilities and other sanitary facilities together with high percentage of results 

iii. Schools fully equipped with modern facilities like AC with 100% results

Committee can fixes the fees for 3 years and schools can apply for revision after 3 years.

It will be beneficial for all parents if such a committee exists in Delhi also and can have control on private schools.
