Can anyone clarify the age criteria for MDPS . They say 3 to 4 for nursery but as on which date? Then they have mentioned 2012 born. but the children born in jan-march of 2013 will also be 3 + years as on April 1, 2016. So whats the exact age criteria. 

The DPS , sec 19 have clearly mentioned the dates which is very clearly understood.
