I was able to fill the form and got ack with login id and password.

I have successfully submitted, don't use commas anywhere also upload photo of 20Kb. it will not shown any problem

i used Chrome, but as Piyush rightly said trick is to fill the form fast i filled the whole form within 5 mins or so. initially i was getting some internal exception error.

What registration number did you get? After struggling over an hour I was able to submit the form. It says the registration number 3138.

Try to refresh the captha  and sumbit it again. Try this several times. You will receive the message on phone.
