NEW DELHI: The admission policy for schools on public land has parents stressed this year. There is another court case with a potential to impact nursery admission criteria and parents are watching its progress closely and anxiously.

"Why do these strategies change every year? Why do they wake up just before the admission season? Why can't rules be made in advance so that parents have enough time to work on them?" asks an irate mother on a website that keeps parents posted and also serves as a forum for discussion.

There have been several over the years as activists have tried to wrestle the private schools and government into adopting a purely distance-based system that, they believe, is most "child-friendly." This year's criteria has the potential to impact just about 285 schools—a mere fraction of the roughly 1,700 private-unaided schools in the city. But these 285 also happen to be some of the oldest, most established and, therefore, sought-after.

There's much anger against the government for not providing enough "infrastructure." "Firstly, the government is incapable of providing a sufficient number of schools and secondly, they can't have a standard methodology for devising the admission criteria," says a parent on admissionsnursery.com.

Sumit Vohra of admissionsnursery.com said, "Last year, the admission guidelines had been issued by December 8, 2015. This year, parents are wondering if admissions will begin on January 1 as they have traditionally. They are also concerned about the court case and possible counter litigation".

दिल्लीमें नर्सरी दाखिले की फाइल अब एलजी ऑफिस पहुंच गई है। इसमें सरकार की ओर से उन 285 स्कूलों पर केवल घर से स्कूल की दूरी के आधार पर दाखिले की सिफारिश की गई है, जिनकी लैंड लीज में यह लिखा हुआ है कि वह घर की दूरी के हिसाब से दाखिले करेंगे। इसके अलावा अन्य स्कूलों को भी अन्य क्राइटेरिया हटाकर केवल घर से दूरी के हिसाब से दाखिले करने की सिफारिश की गई है। इसे लेकर दिल्ली के पब्लिक स्कूल सरकार को पहले ही दो टूक कोर्ट जाने की बात कह चुके हैं।
दिल्ली में पब्लिक और प्राइवेट स्कूलों की लीगल संस्‍था एक्शन कमेटी के अध्यक्ष एसके भट्टाचार्य ने शिक्षा मंत्री मनीष सिसोदिया को पिछले सप्ताह ही स्कूलों की ओर से लिखित जवाब देते हुए कहा था कि केवल दूरी के आधार पर दाखिले होना उन अभिभावकों के साथ न्याय नहीं है, जिनका एक बच्चा पहले से ही स्कूल में पढ़ता है और दूसरे का दाखिला भी उन अभिभावकों को उसी स्कूल में कराना है। इसके अलावा स्कूल में लिंगानुपात दुरूस्त करने के लिए गर्ल चाइल्ड और बेटी पढ़ाओ मुहिम के तहत सिंगल गर्ल चाइल्ड के प्वाइंट भी जरूरी हैं। भट्टाचार्य ने अपनी बात में दो टूक यह भी कहा है कि संसद द्वारा पारित एजुकेशन एक्ट के अधिनियम 145 में स्पष्ट लिखा है कि दाखिला क्राइटेरिया तय करने का अधिकार स्कूल प्रबंधन को होगा।
हाईकोर्ट और सुप्रीम कोर्ट में भी जब स्कूलों की स्वायत्तता और प्वाइंट सिस्टम की बात हुई तो गांगुली कमेटी ने स्थानीय विभिन्नता के आधार पर स्कूलों को दाखिला क्राइटेरिया के प्वाइंट निर्धारित करने का अधिकार दिया था। इसी के आधार पर कोर्ट ने भी स्कूलों को दाखिला प्वाइंट निर्धारित करने की स्वायत्तता प्रदान की है। अगर सरकार अभिभावकों के हित को दरकिनार करेगी, तो एक्शन कमेटी कोर्ट में अपील दायर करेगी।
अब तक जारी कर देनी चाहिए थी दाखिला गाइडलाइन
^दिल्लीसरकार को अभी तक दाखिला गाइडलाइन जारी कर देनी चाहिए थी। अभिभावक दाखिला रजिस्ट्रेशन की तैयारी के बाद गाइडलाइन और शेड्यूल का इंतजार कर रहे हैं। अब एलजी नजीब जंग से अभिभावकों को यह उम्मीद है कि वह कोई बीच का रास्ता निकालें, जिससे सरकार की बात भी रह जाए और स्कूलों को भी कोर्ट जाना पड़े। क्योंकि दाखिला प्रक्रिया लंबी खींचने से परेशानी अभिभावकों को ही होती है। -सुमित वोहरा, नर्सरी डॉटकॉम के संचालक

The following circular (19 Dec, 2016) issued by DoE lists the admission schedule to be followed by all recognized pvt unaided schools in Delhi:

As per bullet point 2 of the circular, purchase of prospectus by parents is optional. As per point 15 of the circular, capitation fee or donation is strictly prohibited at time of admission.

* As per a Dec 20 HT report,

The Directorate of Education (DOE) on Monday announced the admission schedule for around 1,400 schools, out of the total 1,700 schools. Admission forms will be available from January 2 and the last date of submission of application forms is January 23, officials said.
