Sumit Vohra, founder of an online forum for parents seeking nursery admission for their children, V R ONE, which organised the protest, says: "We want strict action against complaints filed with DoE against schools for not following the government guidelines."

"There are too many discrepancies. Modern School in Humayunpur and Vasant Vihar did not disclose any point system for nursery admissions. Laxman Public School and many others conducted a draw of lots in the absence of parents. Summerfields, KR Mangalam and many other schools are giving admissions on a first come first serve basis. Tagore International School has mentioned on its website that fee once paid will not be refunded, which is totally against the government guidelines."

There are contradictory problems in the point system, say parents. While some parents found problems because their child was a first born, others had troubles because it was their second born child.

New Delhi:For the first time in the history of nursery admissions in the city, parents came out on the roads to protest against violations by schools and the serious crunch of seats in the general category. Dressed in black, these harried parents showed up outside the office of the directorate of education on Wednesday evening. They also submitted a memorandum to the education director. Soon after, the directorate issued a circular to schools stating that if any seats remain vacant in any category (mostly alumni and sibling) except the EWS, they should be declared as open for others who have not been successful in getting admission earlier.
The education director, P Krishnamurthy, also admitted the nursery admissions this year turned out to be a learning experience for them especially after the implementation of the right to education and the 25% quota for the economically weaker section. “We will now have to look at how much is set aside in every category for nursery admissions. Schools have the freedom to fix their own criteria but we try to keep the system transparent. We will learn from this experience,” he said. According to him, schools which had kept categories for sibling, alumni and others will have to open the vacant seats for those in waiting.
He also said the number of general seats had shrunk but the directorate had not stopped private schools from increasing their total number of seats to accommodate this quota. “We are also collecting details from all unrecognized schools so that we can know their number and about their infrastructure to consider relaxing the norms for recognition. That will create more options for parents,” Krishnamurthy said.

शिक्षा निदेशालय पर बुधवार की सुबह पैरंट्स की भीड़ जुटी थी। नर्सरी एडमिशन की प्रक्रिया में स्कूलों की मनमानी के खिलाफ प्रदर्शन करने पहुंचे पैरंट्स सरकार से काफी नाराज दिख रहे थे। पोस्टर बैनर लिए हुए पैरंट्स यही सवाल कर रहे थे कि वे अपने बच्चों को अब कहां पर पढ़ाएं? पैरंट्स का प्रतिनिधिमंडल शिक्षा निदेशक से भी मिला और उन्हें स्कूलों की मनमानी की जानकारी भी दी। शिक्षा निदेशक ने पैरंट्स को उचित कार्रवाई करने का आश्वासन देते हुए कहा कि नियमों का उल्लंघन करने वाले स्कूलों को नोटिस जारी किया जाएगा।
प्रदर्शन करने वालों में शामिल पैरंट्स ने सिबलिंग व एलुमनी कैटिगरी के पॉइंट खत्म करने की मांग की और कहा कि नर्सरी एडमिशन में यह खानदानी सिस्टम बंद होना चाहिए। पैरंट्स ने कहा कि अब उनके सामने दिल्ली छोड़कर जाने के अलावा कोई रास्ता नहीं है और एनसीआर के स्कूलों में ही अपने बच्चों का एडमिशन करवाना पड़ेगा। शिक्षा निदेशक से मिलने वाले प्रतिनिधिमंडल में शामिल एडमिशन नर्सरी डॉट कॉम के फाउंडर सुमित वोहरा ने कहा कि पैरंट्स की ओर से सौंपे गए ज्ञापन में मॉडर्न स्कूल, लक्ष्मण पब्लिक स्कूल, इंडियन स्कूल समेत कई स्कूलों के मनमाने फैसलों के बारे में बताया गया। उन्होंने कहा कि शिक्षा निदेशक ने स्कूलों को नोटिस जारी करने का आश्वासन दिया है।
वहीं ऐसे पैरंट्स भी थे, जो शिक्षा निदेशक के जवाब से संतुष्ट नहीं थे। प्रमोद कुमार ने बताया कि वे नोएडा में सर्विस करते हैं और अब वहीं पर किराये का मकान लेंगे ताकि बच्चे का एडमिशन वहां हो जाए। वह कहते हैं कि सरकारी स्कूलों का हाल इतना अच्छा नहीं है कि हम अपने बच्चों को वहां पर पढ़ाएं और सरकार पब्लिक स्कूलों की मनमानी रोकने में नाकाम है। ऐसे में पैरंट्स के सामने दिल्ली छोड़कर जाने के अलावा कोई रास्ता नहीं बचा है।

It was a great job, but I think transferring of vacant Alumni, Sibling and Transfer case seats are not going to help general category. Because at this point no schools are left with any of these seats vacant. Even if they are vacant they will sell them rather give it to general category.

I also totally agree with Lata regarding OPEN SEATS. Siblings and alumni will never back out and if one of them backs out that seat will be eaten by the school authorities themselves because there is not audit done by DOE on schools. No one knows what is happening with those seats. For example it is up to the school's discretion that they release seats for waiting list and how many also depends on them. For example if a school has 50 seats for general category and 20 back out, they can display anything as 15 or 10 have backed out and will keep the rest of the seats to be included in their management quota.
Great Job Done.. But will it be helpful for parents this year ? Very less hopeful that those vacant seats will be made open as these seats will be part of "management Quota".
I think at this point the best DOE could do is add number of seats in all schools depending upon their infrastructure. And these seats should be only allocated to children by some fair means.
Mr Krishnamurthy  said  schools  can add seats no one is stopping them !!
but Mr. Vohra  after today's article in TOI i cald KRM and DPS and BBPS dwarka any list willc m out still everybody said no thgs r finished ....now wht those parents will do who hasnt gto seat anywhere ..no option except sending our child to far away place....

Show cause notice  are issued with lot of clerical work it might take  days..

dear lata school authorities r free to gv seats to those who has paid huge amt....seats r finished for genuine parenst who dnt wnat to pay money ......DOE shud hv check on school authorities to see all this rubbish thgs ....only then parents can get seat ...
Monika you are true. If DOE keeps a check on how these seats are distributed then it will be better.
And I think giving seats to kids in the waiting list is the best thing to do.

The statement of Dte of Edn Mr. P Krishnamoorthy to transfer any vacant seat from the categories other than EWS to General will never happen. We know the general category will continue to suffer for this year atleast, because schools will not show the vacant seats in Staff, Mgmt or Religion based quota.

My advocacy goes for the previously adopted system of test and interviews and not for point system. We parents work hard to educate our children so that they should not leg behind in securing seats in terms of their personality and all round knowledge. I am not against reservation for EWS category but it should be limited to 15% only.

 

Highly educated parents will definitely opt for tests and interviews. My suggestion goes for test and interviews for all categories including EWS, Salaried, Professionals & Business category. But reservation in terms of %age for each category should be determined and test and interviews be conducted accordingly. Rest can join Mgmt quota.

The best way to resolve the problem is that either the goverment should stop the privatisation or restrict to two point system, i.e.Neighbourhood and First Child. Neighbourhood should get 75 points n First Child should have 25 points. This way u can discourage the transportation n reduce traffic jam, pollution, fuel saving n country's overall growth. By giving maximum point to first child, the goverment can restrict the population. There is no point giving weightage to sibling. it means goverment is encouraging people to go for second child , third child n killing the agenda of goverment Hum Do Hamare Ek.
