Schools stop giving NCR Tranfer points after Mr Sumit Vohra Interpretation of Transfer point system-Dainik Jagran 22 Feb
राज्य ब्यूरो, नई दिल्ली : नर्सरी दाखिला प्रक्रिया में दूरी के अतिरिक्त अंक न पाने वाले अभिभावकों को बच्चों के दाखिले में परेशानी का सामना करना पड़ रहा है। वहीं कुछ स्कूलों ने एनसीआर के बच्चों को दाखिला देने की बात कही है। उन्हें स्थानांतरण के अंक न देकर सामान्य सीटों पर दाखिला दिया जाएगा। ज्ञात हो कि ‘एडमिशन नर्सरी डॉट काम’ द्वारा किए गए सर्वे में प्रमुख स्कूलों की लगभग 90 फीसद सीटों में स्थानांतरण के अंक पाने वाले बच्चों का ही नाम ड्रा में होने की बात सामने आई थी।1 ‘एडमिशन नर्सरी डॉट काम’ के सुमित वोहरा का कहना है कि पहले एनसीआर को नर्सरी दाखिले में स्थानांतरण के अंक नहीं दिए जाते थे। ऐसे में दाखिले को लेकर इस तरह की परेशानी नहीं आती थी, जैसी अब आ रही है। वहीं अब भी कुछ स्कूल नर्सरी दाखिले के लिए एनसीआर के लोगों को स्थानांतरण के अंक नहीं दे रहे हैं। इस संबंध में ज्ञान भारती, क्वींस मेरी और मदर्स इंटरनेशनल स्कूल ने अपनी वेबसाइट पर जानकारी भी दी है। उन्होंने कहा कि वर्ष 2007 में आई गांगुली कमेटी ने भी एनसीआर के लिए स्थानांतरण अंक की बात अनिवार्य तौर पर नहीं कही थी। लेकिन इस वर्ष स्थानांतरण के अंक देने से केवल दूरी के लिए अंक पाने वाले बच्चों के सामने दाखिले के लिए समस्या आ रही है। शिक्षा निदेशक पद्मिनी सिंघला का कहना है कि स्थानांतरण के कारण बच्चों के दाखिले नहीं होंगे, यह गलत है। अधिकारी प्रमाण पत्रों को देख रहे हैं। जहां तक एनसीआर के लोगों द्वारा स्थानांतरण अंक देने की बात है, तो ऐसे आवेदनों की संख्या कम है। कई अभिभावकों ने 20 स्कूलों में आवेदन किया है लेकिन वह एक स्कूल में ही दाखिला लेंगे। ऐसे में केवल दूरी के लिए अंक पाए बच्चों को दाखिले के लिए मुश्किल नहीं होगी।राज्य ब्यूरो

I do not agree with very less no. of transfers from within NCR as told by DoE Rep Ms Padmini Singla. Every year schools used to give transfer points excluding NCR transfers to which very less no. of transfer cases were reported in majority of schools. But for this ongoing process, majority of 75 pts involve transfers cases including NCR transfers which was not seen before this. It appears that employees all around the world have requested to be transferred to Delhi only. Had these 5 pts not allotted to NCR transfers, the situation would have been different much favouring confirmed seats for 75 pointers. Resident of Delhi for whom guidelines are framed infact kept outclassed this year.
Another true aspect is allotting 70 pts for distance upto 8 kms has now become (0) zero points infact, because applicant with 0 point is not getting admission in any school, so is the case with 70 pointers.
The forum has not seen so much chaos and anguish among the parents as compared to previous years. Speculations are seen with different experiences. Action taken by various organisations including government also, made it clear that something great was wrong with the guidelines. This much agony was never apparent till previous years.
Reserving 5% staff seats is also not justified to me. Suppose any schools receives applications more than 5% seats, what should do they do- Hold lottery ! If this is done, then this is also against the policy of free education to staff children. Ganguli Committee recommended staff children should get admission automatically.
Not awarding points for 1st born children is some sort of discrimination with them. With this, getting a seat for a fresher became a herculian task, mean no hope for freshers. The framers of these guidelines should have kept in view recruitment process of freshers in giving jobs, because freshers only become experienced afterwards.
Therefore, the case should be considered favourably and the govt. should start thinking and analyzing appropriate guidelines for the next session right now so that the present situation does not arise at the last moment.

I too was amused to read in HT yesterday that officials are saying that the NCR Transfer cases are not very high! If they not filling all the places then how the situation has arrived that 70 point kids admission seems hopeless? There was no such emergency in the country which would have push people from other states to delhi !
Abolishing this 5 point is the only solution in this academic year. Even if the chances for 70 point kids come it will be such a complex task to take off every now and then to attend every school multiple times.

Like previous years, parents used to get points for transfers excluding NCR and there was no problem with that. But what happened this year. No one told this fact to our LG/DoE. What is the point behind behind giving 5 points to a person who is transferred from Gurgaon/Faridabad/Noida/ghaziabad to Delhi. They are the daily commuters and this is not at all justified giving owners of their firms easily making documents for that snatching genuine persons chances. Inter state transfer including NCR infact is one sort of promotion to corruption.
This is really amazing for me what made the govt. to grant 5 points to NCR transfer cases. Were the previous records/guidelines totally ignored by the framers? To me the answer is yes and this particular reason led to this whole drama brought trauma to the residents of Delhi securing 70 points. Will the authorities look into this matter and take step to issue immediate orders for excluding applicants with NCR transfers?

Gurpreet Ji, fight is for the same. Let us pray it comes winning with exclusion of NCR transfer points. Why this plight is only for permanent residents of Delhi. Why shopkeepers/businessmen/service class of Delhi be at loss due to govt's negligence giving advantage to NCR transferees over them. Salaried class of NCR residing in Delhi claiming 5 pts on the pretext of being transferred. Employees can be seen in metro journey for the same easy access to procure such transfer letters from their owners. Really disgusting attitude.
Mr. Vohra once again requesting u for complete wash off 5 pts before the list comes on 28 Feb.

We are still debating whether NCR should or not, but no one seems to have answer to why 5 point for transfer at all. Any logic with anyone. Remember this is begging of session and not mid session and moreover they are taking the distance point anyway.
