Hindustan Times (Delhi)-Parents fear bias in draw of lots, want to be present for it
Many institutions may misuse it,” said Sumit Vohra, founder of admissionsnursery.com.
Parents and experts raised concerns over the government-stipulated nursery admission guideline that does not make it compulsory for parents to be present while drawing lots in case two general category candidates score equal points.
The nursery admission schedule released by the Directorate of Education (DOE) says that schools should hold the draw of lots “preferably” in the presence of parents.
“It should be compulsory for at least one parent to be present during draw of lots. There is always this fear that schools may select certain names during draw of lots. You can’t be sure in this case unless you are present,” said Areej Khan, who is seeking admission for her nephew this year.
However, some schools said they call all parents for draw of lots. “We call all parents for conducting the process and ensure that it is transparent,” said Ameeta Mulla Wattal, principal of Springdales School, Pusa Road----------------------------------------

With the announcement of nursery admission dates, parents are gearing up to arrange all the documents required for the process. However, some activists and parents are a bit apprehensive about the transparency of admissions alleging that new norms are not stringent enough to pluck the existing loopholes.
One of the activists said that last year, the Department of Education (DOE) guidelines made mandatory that draw of lots for general category to be held in the presence of parents along with making a video of the whole process of draw but no such guidelines are enforceable this year as it is left to the school administration.
"Earlier parents were allowed to carry their mobile or video cameras to record but in new guidelines it is not mandatory and some schools will misuse it. We have seen some schools giving excuse for lack of space. Some schools only call selected parents by email or SMS," said Sumit Vohra of nurseryadmission.com
"Presence of parents should be mandatory and videography should be allowed otherwise there are chances of discrepancies creeping in the whole process of admission for general category similarly on the lines of EWS quota admissions," said Radha Rawat, a parent seeking admission for her kid this year.
Moreover, activists alleged that Delhi has a floating population and many parents stay on rent, but no valid proof has been mentioned in yesterday's DOE circular.
"Earlier also some schools refused to accept the rent deed and parents were harassed and even after securing admission they had to face a lot of hardship," said Vohra.
