We would like to highlight specific and certain persistent issues that have come in way of Admission of children belonging to Disadvantage Group and therefore affecting the effective implementation of section 12. 1. C of RTE Act –

1). Impractical Short timeline provided for submission of applications for admissions in schools.

2). Lack of information on school admission procedures from both the schools & education department.

It is around 10^th of December 2014 that the Delhi High Court order provided the scope for schools to autonomously decide on the above procedures; following which the there had been series of guidelines / notifications / GO’s starting from December 26, 2014 that appeared from the Delhi State education department on procedures to be followed towards the admissions in schools under section 12.1.C of RTE.

Some of the Private Unaided schools had started the admission processes from 20^th December 2014. The timeline issued by these schools has been till January 05, 2015. Giving just 15 days to submit the admission applications by the interested Parents/students.

For the admission of DG/EWS category child the prime documents required are

a). Income certificate

b). Caste Certificate

These certificates are issued by the Sub-Judicial District Magistrate (SDM) of the district and the timeline provided to issue these certificates are -

a). 21 days from the date of application for Income certificate

b). 45 days from the date of application for Caste certificate

Thus the 15 days timeline provided by the unaided private schools is inadequate and impractical in terms of getting prepared with proper documents to make admission applications.

We received hundreds of complaints in this regard from parents. Parents have come to the group with complaints as they have not been able to lodge these complaints through the provided complaint mechanisms.

Secondly, there has been complete lack of information on these procedures in the public domains from the schools as well as the education department.

As per your circular dated 30 Dec no link has been activated for the Grievances _RTE 2009 for EWS /DG parents complaints on DOE website till now.

Parents (General + Disadvantage Group )want phone Helpline to started for complaints which has Accountability and everyone is issued unique complaint number with complete Grievances follow up (AS it was started last year so you have the infra structure ready should not be an impractical request ) !!

We seek redressal to these above issues request The education department to please issue fresh timeline which could help, support and complement the admission process for the disadvantaged sections of society.
