New Delhi: The Directorate of Education, Delhi, has published a set of detailed guidelines to eliminate corporal punishment from schools. These were issued by ministry of human resource development on March 26, 2014. In addition to physical punishment, the guidelines include “mental harassment” and “discrimination” in the definition of corporal punishment.
    “We worked within the wider framework of child abuse and considered any form of harassment a child may be put through. Discrimination is a major form of abuse,” says Kushal Singh, chairperson, National Commission for Protection of Child Rights which originally drew up the guidelines several years ago. “And considered any form of harassment a child may be put through.     Within the guidelines, discrimination “is understood as prejudiced views and behaviour towards any child because of his caste/gender, occupation and region or non-payment of fees or for being a student admitted under the 25% reservation to disadvantaged groups or weaker sections of society under the RTE Act 2009”.
    The guidelines encourage school authorities and teachers to “try and understand

what could be causing the behaviour” and even “ignore minor incidents or lapses”. Some breaches—late arrival in class, untidiness, incomplete homework, inattention and making noise—can be handled by the teacher concerned. Others—bullying, violence, stealing and lying—which affect other kids demand a ready “protocol of response”.
    The guidelines, notified by DoE on Tuesday, also ask
teachers to exercise restraint. All decisions—even introduction of such measures as a “time-out chair”—have to be taken in consultation with the students, student councils and class b a l s a b h a s. “People are still not sensitive,” says Singh. “There are many who still feel corporal punishment is required.”
    Situations can be difficult but the guidelines warn against labelling children as such, insisting on school authorities’ checking for learning disabilities or attention deficit hyperactivity disorder. The guidelines suggest state governments make “an environment free of corporal punishment” a condition for recognition and issue of no-objection certificates; that school management committees—statutory bodies under the Right to Education Act 2009—“necessarily look into cases of corporal punishment” and NCPCR and state commissions entertain complaints.

SARKAR COMES TO CHILDREN’S RESCUE
The DoE circular against corporal punishment in schools has broadly listed different forms of it under three categories. It has also suggested ways to stop it

Physical punishment | Physical harm, forcing children to assume uncomfortable positions, forced ingestion, detention in classroom or any other closed space
Mental harassment | Sarcasm, derogatory remarks, ridiculing, labelling as difficult
Discrimination | Belittling remarks, commenting on academic ability based on caste/community prejudices, deliberate neglect, denying midday meal, library access etc
SUGGESTIONS
    Make corporal punishment free environment a condition for recognition of a school
    Issues of not adhering to time and routine, cleanliness, academic performance and inattentiveness can be handled by a teacher
    Schools should develop standard protocol to deal with children with aggressive behaviour who can affect others
Drop boxes for complaints and a mechanism to address them Set up bal sabhas, involve student councils Check for learning disability School management committees should look into cases Teachers can submit a written undertaking that they will not engage in corporal punishment

I am a teacher and i think teachers Should love and care every child... and at pre primary classes and at such a tender age they can not be treated harshly.if teachers do this it will create psychological disorders in child and it will have long term repercussions on chld's development....
