Fixation of Upper Age Limit for Nursery Admission

I could not understand the reason for fixation of Upper age limit for Nursery Admission, Since In my opinion the fixation of lower age limit for school admission is right for govt. to stop burden on child but for upper age limit for any class or for nursery how can be define on the basis of child age ????

If we see the Govt instruction than it means, the child whose age is 3 years and 364 day than he or she is eligible only for admission in Nursery class but if the same child is 2 days more older means 3 years 366 days than he or she is eligible only for KG not for nursery.

Is there any freedom of parents or teacher to take decision for which class the boy or girls is eligible take admission.

How can be say that only one or two days more older boy or girl is grow properly to take admission in higher class.

Is it right , pls comments.

Can you elaborate this i could not understand by fixing a upper age limit what kind of uniformity maintain , if you talking in uniformity in age than what kind of uniformity one child whose age is 3 years is in Nursery and the other child whose age is of 3 years and 364 days old also in nursery secondly here is a gap of 364 days that is almost one year in between two child but both child is in nursery, so it means till 364 day there is no growth in children but in 366 days child mind is devlope for higher class

Earlier the difference was of 2 year one kid of 3 yrs n other of 5 yrs or even 5 yrs plus in same class n extra points if you are more than 3.5 yrs ..was it fair in school like shriram n more schools

Same situation my daughter is just one day small as her date of birth is 01-04-2013 and next yr she will be of 4yrs....losted one year.......next yr she will be senior most girl......
