DoE releases schedule for nursery admissions December 22, 2010 7:17:13 AM Staff Reporter | New Delhi The Directorate of Education on Tuesday released the date schedule for nursery admissions to be followed in all schools of Delhi and NCR for 2011-2012 session. The schedule was expected to give much relief to the parents of toddlers waiting to admit their children but the admission schedule has not been able to solve all the queries of parents as the schedule has missed on mentioning details about refund of fees. Moreover, the procedure for sale and submission of forms has also been shortened by 15 days time. As last year, the dates for sale and submission of forms was December 15, 2009 — January 2010 and this year the window for sale and submission of forms is January 1, 2011 — January 15 2011. Rhatul Dutta, father of a three year old said, “Last year, things were
comparatively clear. My niece got selected in three schools, we had already paid her fees for the first one but we wanted to get her to study in the third school. Since, it was clearly mentioned in the guidelines last year that fees could be refunded, the process became easy for us. But this year, they have not mentioned anything about the refund of fees in a similar case. I am wondering how we will manage this year in the case of a similar situation”. The schedule, like last year, has given the flexibility to schools to draw their schedules within a specified time period. The sale of forms or registration in schools will start from January 1 and the last date for submission of these forms would be January 15. The DOE has announced that the last date for publication of the first list which will also include the waiting list would be February 1 for all schools. Similarly, all schools across the Capital have been asked to issue the second list by February 28. DOE has made it clear that in case of any deviation from the schedule, the school shall inform the DOE about the changes before December 31. DOE in a public circular has said, “All schools shall have uniform date for commencement and closure of admission process. No deviation shall be permitted in respect of the dates for commencement and closure of admission process”. The dates for commencement and closure of admission process are January 1 — December 31.
Founder of admissions nursery.com said, “The schedule has been made as per the suitability of the schools. Refund of fees has no mention in the schedule. Parents are confused. What is a parent supposed to do? Should he wait for a better school to display its list or should he deposit the fees in another school and then remain clueless about getting refund of fees in case he wants the child to change the school”. It must be noted that in the last year’s order, DOE had specified that refund would be made as per the recommendations made by Ganguly Committee. But it is pertinent to mention that till last year the point system devised by the Ganguly committee was followed in schools whereas from this year, the schools have been given a free hand to formulate categories and most city schools are planning to follow a mix of point and draw system. Till last year, parents were entitled to get refund from school within a month’s time. The fee that a parent got back was the fees minus the admission, registration and tuition fees. But in the recent schedule issued by DOE. has no mention of the refund.

how a new parent will know 3 -4 year old rule if that is valid when ganguly is null and void in which that rule was incorporated ?
u right madam......i remember till 3-4 years back, situation was pathetic, since there was no fixed admission schedule. However since last year it has improved as govt has fixed the window for admissions.
However, the situation is still same when it comes to second and third list. It happened to us last year, when my kid made it in second list in another school, but by that time we had already deposited the money in the first school based on first list.
My view is - Refund policy should be there for the 'entire admission window' as per govt. which is 1st January till 31st March. A parent should get full refund (minus some fixed nominal charges). It would take care of selection in multiple school and multiple lists without any burden on parents.
