SCRUTINY Move to prevent private schools from raising fee without valid reason

NEW DELHI: Private schools in Delhi may not be able to hike their fees without reason in the wake of the 7th pay commission, as the government has asked the district-level deputy directors of education to ensure that fee anomaly committees in their areas look into the matter.

Delhi’s chief and deputy chief ministers will also be meeting with local MLAs and education department officials on Thursday to hold further discussions on the issue.

In a bid to address the slew of complaints that the government has allegedly received from parents against fee hikes in schools, they issued a notice on Wednesday asking the district deputy directors of education to constitute a three-member committee, comprising themselves, an education officer of the zone and a chartered accountant, at every district to look into such grievances. The decision comes after the Delhi high court, last month, asked the government to constitute the panels before December 5. Parents can register their complaints with the committee in the prescribed format by paying a processing fee of ₹100 and private schools have been asked to make their financial records available for inspection.

“We had been getting complaints from parents about fee hikes in private schools, citing the seventh pay commission. Since it was impossible to deal with them at a central level, we needed to have a decentralised systematic approach to the matter,” said Atishi Marlena, advisor to deputy chief minister Manish Sisodia on education.

She said that the issue of fee hike is not limited to a select few schools, but is a problem “across the board.”

The committee is expected to look into every complaint within 90 days and any unjustified fee hike will be rolled back and parents reimbursed.

“The inspection will happen at two levels. In the preliminary phase, we will enquire if the schools have money in their reserve funds, as the pay commission guidelines state that if such funds exist then fees cannot be hiked. We may also get chartered accountants to do an audit of the schools’ accounts,” said Marlena, adding that the committees will be functional once chartered accountants are hired.

NEW DELHI: Parents anxious over 'unwarranted' fee hike in the name of 7th Pay Commission recommendations are in for a relief. Now, any parent who believes that his/her school is charging unreasonably hiked fee can approach the district fee anomaly committee and get the school accounts audited.

Directorate of Education (DoE) has directed its deputy directors in all 12 districts to form a fee anomaly committee that will comprise three members — district deputy director (education), education officer (zone) and a DoE-appointed chartered accountant.

"Any parent or guardian of any recognised unaided school, individually or jointly aggrieved by the amount of fee or any other charge levied by the school, may register a complaint with the committee of respective district," said a circular released on Wednesday said.

According to the circular, a parent must submit a complaint with a proforma and a processing fee of Rs 100 in the form of TR 5 to the respective district's deputy director (education). The complaint would be looked into by the committee, and the reports and findings would be sent to DoE within 90 days. The director has the power to order the school in question to lower its fees or take action against it if the order is not complied with.

The committee was first notified in 1999 in line with the recommendation of Justice Duggal Committee constituted by the high court. On November 21, the court ordered the Delhi government to constitute the fee committees within two weeks to assist aggrieved parents.

The guidelines for implementation of recommendations were notified on October 17 this year, according to which private unaided schools were allowed to hike up to 15% fees for payment of fresh salaries, and up to 7.5% for payment of arrears. The arrears have to be paid from the time the recommendations were notified, i.e, January 1, 2016.

While close to 300 schools are required to get fee hike proposals approved by DoE, around 1,300 schools have been allowed to increase fees after consultation with their managing committees, which have a parent and DoE representative.


Several parents have been doubtful over the need for a fee hike, especially in these 1,300 schools as the schools have been asked to exhaust all monetary resources first.


According to S K Bhattacharya, president, Action Committee of Unaided Private Recognised Schools — an umbrella group of Delhi private schools— the notification is going to make little difference to schools that are already hiking the fee as per rules. "There is already a provision to get the fee hike proposal approved by the parents, the management committee and a DoE official, before being uploaded on the DoE website. This anyway calls for transparency," he said.


The government has called a meeting with MLAs and DoE officials on Thursday, to be attended by CM Arvind Kejriwal and his deputy, Manish Sisodia. The MLAs have been asked to bring along such complaints.
