Sorry, Could not understand the age criteria a 3 year kid of General Category seating with a 5 year kid of EWS

What could be the ligic behind this?

Upper cut off age for Nursery in General Cat is 4 yrs.

Upper cut off age for EWS/DG is 5 yrs.

Children selected in same school of both cat would be studying in same class.
