Draw of Lots
Do the parents need to be physically present for the draw of lots, if there is one?
And, if they are out of town/ not available for the draw, is there any issue?

Always better to be present but unless specified by school, it is not mandatory.

In simple word it means "Lottery".
When no of applicants are more than no of vacancies the Draw of Lots( DOL/Lottery/Lucky Draw) is done and selected candidate is given seat.
