But how can they put without draw? as per DOE they must have draw when the points are tied.

what is the authenticity for their draw?

St paul is saying they will have first list on 4th and do draw on 11feb. So if a school is putting list directly on 4th feb without draw, its expected to be with auto eligible candidates (siblings, alumins score more points) and do draw later on for tied points
