I think the fist requirement would be to define "junk food" -- mayonnaise sandwich, chhole bhature, samose, chips, chocolate, butter biscuits -- these are all junk and all parents allow their kids to eat these things at home too. One could argue that at home, parents can keep a tab on how much junk is to be allowed every week or it functions as a rare "treat" for special occasions. But this is not always true. Such a ban on canteens will work only if parents too are given leaflets/information regarding food items that should "never" be given to children.

If we compare food VS admission process, admission process needs to be fixed first. 

Govt find different areas every year which needs secondary attention.
