Revision of point system sought

Those in transferable jobs suffer

NEW DELHI: For Vijendra Sehgal (name changed on request) — who works with a multinational company — a transfer to Delhi from Hyderabad spelt bad news.

Today, Sehgal runs in vain from pillar to post to secure a nursery seat in some school for his child in Delhi, thanks to the challenges of the points system, which assigns a significant weightage to the sibling and alumni categories, but an insignificant number of points to transfers.

“I was not aware of the RTE guidelines. But going by them, my child is not likely to secure any seat in Delhi because of the system. I have gone to some NCR schools too, but nothing has worked out so far,” said Sehgal.

Sehgal’s is not an isolated case. Like him, there are several parents who are at the receiving end of the points system.

Schools too echo the same sentiment. “We should make the system flexible and attribute better points to transfer category. New schools have come up in the NCR region and in Dwarka. So parents look at these schools as an alternative, not knowing that the commute can be extremely tiring for the child,” said Ameeta Wattal, vice-chairperson, National Progressive Schools Conference (NPSC).

While the system is not as bad for children of defence personnel, it is anything but fair for those whose children do not enjoy a similar safety net. “For parents who work in banks or railways or any other civilian job, this system is unfair. Also, a lot of transfers don’t happen during the admission season. We should consider these factors,” added Wattal.

While several popular schools in the city assign almost 30 points for distance, 30 for sibling and 30 for alumni categories, only 5-10 points are assigned for transfer cases.

“Assigning 20-30 points to alumni or double alumni goes against the spirit of RTE. Some schools openly flout the RTE by assigning points to children of engineers or doctors. The Directorate of Education needs to review this system to ensure some sort of uniformity is maintained,” said Sumit Vohra, founder of www.admissionsnursery.com.

Lottery is definately not the solution. Cant have my kids admission based on luck.

Instead we need to fine tune the point system to make it acceptable to all

Yes, it is a lottery but only of shortlisted candidates. Had it been a pure lottery, that is without any filter, you could have stood much less a chance. In a situation where the number of students are more than the number of seats, lottery of shortlisted candidates is the only solution. The only issue remains is how this shortlisted be decided.  I think the best system would be to make a shortlist on the basis of area points and then conduct a draw of lots. The advantages are as follows:

1) Instead of some schools attracting best talent, all schools will get best talent by default. That means all schools will become 'good'

2) Outsiders won't be able to apply. That means less number of applicants

3) No discrimination on the basis of 'sibling', 'alumni', 'divorcee', 'girl child', 'transfer', 'first child' etc.(We should ask ourselves what is the child's crime if he is not in these categories)

The discrimination begins when we introduce points under categories like 'transfer' , 'alumni' , 'divorcee', 'sibling', 'first child', 'girl child'. There is absolutely no connection between these categories and nursery admissions. We should ask ourselves a simple question -- Why should these categories get special status? Are they disadvantaged in any way (like physically handicapped)? Is there any school which denies you admission just because you are a divorcee or transferred from outside Delhi? The only category relevant is the 'area' category because it is the proximity to the school which shapes a child's future in a certain way.

Mr. Akshat, we are adapting scientific methods in our routine life. Will anyone like selection in IAS/IIT/CDS exam on lottery amongst all fulfilling eligibility criterion? My answer is "NO".

If only area is considered the base for granting admission in all schools of Delhi - be it govt. or private and even then some does not get a seat in any of the applied school by default lottery system, then where should he/she go?

I request you to bring broader view of your approach? Examples of flop lottery system are many, one recent example is of DDA flats allotment. We should think big for benefit of all. I acknowledge your knowledge. Please think ethical and logical aspects of points system and drawbacks of lottery system. Future based on lottery!!

Mr Tanwar, there is big difference between IAS exam and nursery admission. Pls stop comparing apple and oranges. In nursery admission we are trying to select a kid for education, but in IAS we trying to select a person who is educated and can sit for exam. Have you any idea where do the students go when they fail to get admission under the existing system? Please think logically and offer some solutions.

Dear Akshat, a tiny sapling grows into a big fruitful tree. You are killing the seed before it blossoms with your "area" centered approach. The pts system was devised by experts for the benefit of you and me in general. So work out in the same fashion. Area might not solve the woes of parents. I look forward to you for some innovative socialistic attitude.

Ok, u manage a seat on area. Now for ur 2nd ward 2-3 years later, u do not get a seat on area or lottery, at that time you may support pts for sibling. Dear I am facing unseen and seen problems for the last 5 years but still i could not get a safe solution to this problem. 

Who says experts are always right? If experts were always right you should not have Blueline buses killing thousands on Delhi roads for 8 years. If experts were always right you should not get  only 6 LPG cylinders in a year. Let us stop giving this 'expert ne kaha hai' logic. The truth is that this so-called 'aam adami' who is not willing to submit fake transfer certificate is a loser everywhere. He is forced to admit students to NCR schools or to schools that are only till VIII.  It is the area approach which can only bring quality to all schools. 

@Akshat, truly said, experts can not be right always, that is why we are requesting u to think big. Why should we be so specific? One one hand u speak for "aam aadmi", while on the other when most parents think for pts system on different aspect, why u should stick for area only. Just invite comments for your "area specific approach". Perhaps other parents might value your comments.

@Akshat, See points for sibling "Sending two kids to Different schools, Different culture, Different Holidays,  Different Timings ( how a working couple will manage)or even if one is working . Complex develops if one kid goes to Dps /amity/shriram or any other good school and other to simple or inferior school.

Foriegn trips for one and  not for another lot of issues for parents. sibling rivalry and many more issue. Safety concern is also big issue

So even parents with one kid also do not oppose to sibling points (whats the guarantee they won't have second child) yes many parents do object  for girl child.

MANY BIG SCHOOL IN NCR BIG GIVE SEATS TO SIBLING THEN FROM REST GIVE TO GENERAL .

Fine, sibling and area OK. Any other category that should be there?

Now these are must  rest  we can ask parents . but i don't think much points should be given but school lobby is very strong .

Akshat, that us nice, u agree with sibling. similarly, suggest more.

i think the points allocated for alumini should be lesser as compared to sibling, area, distance etc.
