Yes the fraud is evident in both the snapshots ..by showing less number of seats at entry level and fees !!
Is it against the law to increase seats in the higher clases?
@Ravi,Yes because earlier they were supposed to give 25% of seats in entry level only (nursery) to ews, so they sold seats in higher classes.
I agree they sell seats in higher classes. But does the RTE specifically mention that they cant increase seats?
Ravi, yes from 2012 onwards they can ,you need to go through doe notifications , but above snaps are related to fee fraud.
Dear Ravi please read my previous posts with this pic which shows the fee structure then it will reveal a fraud by school. Ryan international Rohini shown their entry level class as class I in their annual return and total enrollment in the year 2009 shows 47 in year 2010 shows 43, in 2011 it shows 43 and in 2012 it shows 39. Another undertaking signed by the same principal shows 160 in nursery 362 in KG and 482 in class I i.e. total 957 enrolment upto class I in the year 2009. For the year 2010 the same undertaking shows 150 in nursery 180 in KG and 362 in class I and for the year 2011 it shows 175 in nursery 150 in KG 180 in class I. In the current year school showing 175 enrolment in nursery 175 in KG and 150 in class I. If we compare both documents then it becomes clear that in the year 2009 school concealed 957 enrolments, in 2010 it concealed 694 enrolments, in 2011 it concealed 462 enrollments and in 2012 it concealed 461 enrollments. Total concealment during last four years goes to 2574 and this concealment results in the term of Rs 12 crore 83 lakh 91 thousand , 1 hundred and 20 from the annual return. we must understand that this concealment is pinching the pocket of fee paying parents who are paying Rs 8000 excess per anum due to this device. we must know that profiteering is not allowed in school education hence this money is not profit but simple unaccounted black money. I have docs for hundreds of schools having identical situation.
How can we check corruption on fake docs? If someone manages to obtain a seat on fake doc for which he is actually not entitled, how should he be cross-checked? If we doubt anyone and ask him to show his bank statement/PAN card/IT return, the reply might be "I don't have any bank account. Even might reply what is PAN card and IT return. They will not furnish true information in their form. Suppose if we clarify from the govt. office from where the certificate/doc is issued, the reply is likely to come - Yes we have issued the certificate after verification only.
Now tell me who will challenge them? We need options for cross-checking their income/residence/birth proofs of such culprits so that schools can show them your ward was admitted on the basis of such docs and now the information is contradictory as per available docs with us. Plz let us know why the admission of your ward should not be cancelled in toto.
My appeal to all parents to suggest a transparent method in the above.
Mehramji- There is no transparent method for checking documents. The best solution is to build more schools so that every child can get admission. Till such time as there is going to be a mismatch between supply and demand instances of manuplation/ fraud will continue.
There is a very simple way out-- Instead of checking each and every application, DOE should conduct random checks and give strict punishment, including arrest if possible. That will be sufficient to deter the offenders
Akshat, how DOE will certify that a parent has furnished fake doc or otherwise? Which doc DoE will check contrary to the submitted one?
Mr Tanwar, it is not rocket science to find who is faking documents. Here we are talking about conducting not just document checks but also physical checks for categories like 'transfer', 'area', 'single parent' and 'EWS'. And Tanwarji, you know best how fake documents can be checked. You were with the DPS Mathura admission cell. It is sad that instead of sharing your valuable experience you are hell bent on continuing with the faulty admission system. Whenever there is a discussion on improving the system, you try to block or divert such discussions by posing such illogical questions. It seems you have a vested interest in continuing with this system.
Mr. Tanwar, Mr. Akshat, Mr. Ravi Kumar Sharma and sakshi thanks you all for valuable suggestion at this forum. Mr. Tanwar I agree with you that action must be taken by competent authorities but it is very difficult to be agree that this authority can be given to school authority. This authority to the school can be drastic as most of the seats will be sold against one time payment. Don't think that present NBT report is not against school management as the quote of Mr. agarwal is for the school management sponsored fake EWS candidates only. If competent authorities of revenue department is not accountable then we have to make them accountable and that is only way. All of us know that people are concealing income from income tax department but suppose someone comes to me and asks to show bank account on apprehension that i am concealing from income tax department will not be justified but the right way is informing income tax department about any such suspicions. School is not doing any charity or any favor to poor by admitting under EWS and in a recent judgement it had been ruled by a division bench headed by justice A.K.Sikri that school has no locus to decide whom they should admit under EWS but they should be limited them self to their obligation.
Suppose the authority is given to the school then how they will decide about income in accountable manner. I dont think a school can decide whether a person has really pan card or not. suppose someone genuinely do not have pan no. of bank account then whether Mr. tanwar you will reject the candidature. suppose someone have their own house but can you determine the present income on the basis of the house as we can't rule out the possibility of decrease in income. My be someone has house which is ancestral property but the parent has no income or less income. we must understand that DOE notification mentions parental income not family income. All these can be decided only by revenue department only and specifically Delhi high court in Master Raja Babu case has ruled that the principal has no authority to rebut the income certificate issued by the SDM. All these measures has been taken by the Govt. and judiciary to protect the provision from misuse by the school authorities which are used to discover new devices and if they get a little authorities then they are bound to do so.
