“Most forms are online this time. We tried to find out the system at Mother's International but their website was not functioning properly so we decided to come over and find out. My colleague has a child of the same age as my daughter and he is getting half the forms while I am getting the remaining ones,” said Marath.
At most schools this year, forms for the general category are available only online. And while this is convenient for a lot of parents, many were not aware of this provision and ended up outside the school gates early in the morning to get the forms.
A number of EWS parents, meanwhile, complained against some schools for flouting the Directorate of Education's guidelines.
“According to the government notice, schools have to provide the form without asking for any documents but the guards at Bal Bharati Public School's gate are not letting parents enter without a copy of their income certificate. I will have to come back tomorrow just for this one form,” said a parent on condition of anonymity.
The school principal, however, said that he had not issued any such guidelines. "I will have to get this checked out as no instructions to this effect have been given by my administration or me,” said LV Sehgal, principal, Bal Bharati School.
A number of parents also complained against Springdales School, Pusa road for not giving out EWS forms.
"A number of parents told me that the school asked them to either get the forms from the Deputy Director, Education's office or download it. Parents from the EWS section, however, may not have access to the internet and downloading the form will be an inconvenience," said Sumit Vohra, founder, admissionsnursery.com.
The school principal, Ameeta Wattal, meanwhile said that since the government is providing the form.
Director of Education, Amit Singla, however, made it clear that the school would have to provide forms.
“Schools have a liability to provide the form to parents without asking for any document,” he said adding that erring schools will be asked to follow the guidelines.

I agree Lathaji. Quite sad to see parents being treated in this unfair manner especially in the EWS Category
It's always better to have documents attested even though they ask for a photocopies only.

Please clarify.
1) Is child belongs to SC/ST category considered under EWS despite the income of his/her parent?
2) If not, does school reserve seats for disadvantaged group separetly? Is it school specific?
Please reply urgently.
SC / St belong to disadvantaged group and no income limit. Both EWS and DG both come under one quota and draw of lots will be done commonly. Total 25% seats of total seats in nursery are allotted to EWS and DGs.

Child whose parents have total annual income of less than 1 lakh from all sources and staying in Delhi for last 3 years which comes under EWS category.
The authorities competent to issue the OBC "Non-Creamy Layer" certificate are indicated below:
(i) District Magistrate / Additional Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner / Deputy Collector / Ist Class Stipendiary Magistrate / Sub-Divisional magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (not below the rank of Ist Class Stipendiary Magistrate).
(ii) Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate.
(iii) Revenue Officer not below the rank of Tahsildar and
(iv) Sub-Divisional Officer of the area where the candidate and/or his family resides.
