@Dhika, yes you can apply for Dis-advantaged group category but your income should not exceed 4lac per annum and you should have caste certificate on your name. it is must.

Is there any circular which says obc income should not be more than 4.5 lakhs ? I hope it requires a certificate stating that they are not in creamy layer is sufficient. Please clear the confusion. ( Actually the details of creamy layers have 6 sub parts our of which one called wealth test is that

Son(s) and daughter(s) of (a) Persons having gross annual income of Rs. 4.5 lakh or above or: possessing wealth above the exemption limit as prescribed in the Wealth
Tax Act for period of three consecutive years.)

Thanx for the reply however I have a few point to share with you and the members of admissionursery.com:--

It is really confusing to hear " Generally non creamy layer means annual income not more than 4.5 lakhs." because the government guidelines are clear that "The gross annual income from salary should not be more than 4.5 lakhs for 3 consecutive years."

Actually language of both sentence have a different meaning in different perspective. This income limit is also revised every 3 years. The last revision took place on 2008 and the revision of it is due.

In details the creamy layer criteria is as given under:-

Who are covered under Creamy layer of OBC Quota

(I) V.V.I.Ps.- President, Vice-President, Judges of the Supreme Court and of the High Courts etc.

(II) Government or PSU employees of Central or State-

(i) parents, either of whom is a Class I officer (direct recruits)

(ii) parents, both of whom are Class II officers (direct recruits)

(iii) parents of whom only the father is a direct Class II officer and he gets into Class I at the age of 40 or earlier.

(III) In military, parents, either of whom is in the rank of Colonel and above.

(IV) Persons engaged in Profession, Trade and Industry whose last three-year’s separate annual income is more then Rs. 4.50 lakhs per year.

(V) Families owns agriculture land having (i) ‘irrigated land’, more than 85% of the statutory ceiling area or (ii) The rule of exclusion will not apply if the land holding of a family is exclusively unirrigated.

(VI) Persons having separate gross annual income of Rs. 4.50 lakhs per year or above for a period of last three consecutive years excluding income from salaries & agricultural land.

As per circular of DOE for Disadvantaged Group - Other Backward Classes not falling in Creamy Layer come under this category.

As per the Central creamy layer criterion II & III dated 08.09.1993 only the sons and daughter of following “government servants” will be treated as creamy-layer.
(i) Parents, either of whom is a Group-A officer. (Direct Recruitment)
(ii) Parents, both of whom are Group-B officers. (Direct Recruitment)
(iii) Parents of whom only the father is a Group-B officer and he gets into Group-A at the age of 40 or earlier.
(iv) In military, colonel and above.

“Other than the above 4, all the government servants are not creamy-layer.”

And whoever fall under this category can refer

Thanks for giving a clear picture.

@ Santosh

Yes you are right.

Child belonging to SC, ST, other Backward classes not falling in Creamy Layer, Orphans, child with special needs and suffering from disability come under disadvantaged Group. For SC and ST no income limit and income certificate is not required. Caste certificate in your name is enough to prove your status.
