Seeking more stringency in the lottery procedure during nursery admissions by city schools, education activists have written a letter to Delhi Chief Minister, Delhi Education Minister, Education Secretary and DCPCR.
According to Sumit Vohra, who also runs the portal admissionsnursery.com, all schools should follow the transparent system or give fair chance to every student as the lottery method followed by schools to select students for nursery admission has not gone well with parents. "They should give proper information to parents about each and every step of admission. As this year, most of the admissions will be done through draw of lots, DoE should ensure that the chits are handwritten by parents and the lottery is done by parents," said Vohra.
Mentioning about a parent who had applied to Bal Bharti Public School, he said, "The school conducted a lottery for nursery applicants, but the parent was not even informed about it. This is so ambiguous."
"The lottery admission process should be transparent and equal opportunity should be given to all applicants," added a resident of Dwarka who is seeking admission for his ward.
Parents also slammed the involvement of Parent-Teacher Association (PTA) in the draw of lots. They said, "PTA body can monitor the functioning of the school, work for School Development Plan and ensure teacher accountability but instead it's really shocking that draw is done by the PTA body.
PTA is set up to make the system transparent and in no way the school can allow it to draw lots to select candidates without parents' presence. Parents should oppose this act. It is totally an unfair system adopted by the school," said Lathaa Manavalan, a parent.
"In many schools like Laxman Public School and many others, it is being done without the presence of parents for many years and and they justify it saying that they have done this in front of PTA which is unfair," added Vohra.
However, parents also argued that it is not possible to be present in every school when the draw is conducted. "We have applied in eight to ten schools and there might be the possibility of clashes in terms of hour and time the lottery is conducted but schools should inform us about this," said a parent.
The letter has suggested some points to be adopted during the lottery process like appointing observers while conducting lottery for General Category.
"Monitoring committee should be set up as we have already started getting complaints from parents that some schools are asking for Rs 25,000 donation to reserve the seats and videography of lottery should be made mandatory," added Vohra.

on 15th Feb, they have published a notice on their website after the draw was conducted... None of us, the parents, were aware of such a thing was planned by the school.... their notice read as:
"Lottery was taken out by the members of PTA EC Body from 55 and 50 points to maintain the ratio of boys and girls for 1st list and wait list."
do you think that it is fair they conducted draw with their existing PTA body?

All school should follow the transparent systems or give fare chance to every student. They should give the proper information to parents about each & every step of admission.
the pta must not hv been involved in it.the principal just to save herself has named pta for the matter.the pta people too hv their kids in the school.the pta selection too is done by the principal. it may b 1-2 pta member whom she would taken her to safeguard himself not the whole body.also the pta's r being given spl. treatments apart from other parents at her school functions, giving them a VIP treatment, saperate seating arrangement, spl snacks etc.some of them r part of her personal relationships.
The admission process / Lottery should be transparency and equal opportunity to all applicants.

I can't understand why 55 n 50 points? Why they not consider 15 points for 1st born child??

It seems that the lottery method adopted by schools to select students for nursery has not gone well with parents. Many parents alleged that this method has reduced the transparency in the nursery admissions procedure. Many schools which conducted a draw of lots for general category for nursery admissions are facing the same charges. Notably, the lottery system has been introduced in the nursery admission procedure from the current session.
A parent who had applied to Bal Bharti Public School, Rohini said, “The school conducted a lottery for nursery applicants on Thursday, but I was not even informed about it. This is so vague. According to my calculations, I must have scored 45 points. I am hearing that the school called up the parents of students who scored 45 points.” Bal Bharti Public School, Rohini conducted a draw of lots for all applicants who scored 45 points on Thursday. The school conducted a draw because there was a tie among many applicants at 45 points.
Another parent, a resident of Dwarka, said, “There are many schools which are not calling the parents at the time of conducting the draw. I think it is their duty to call us at that time because ultimately it is the future of our child that is at stake.”
Citing an example, the parent added that Mount Carmel School, Dwarka conducted a draw without calling the parents. However, the parent added, “I found the system at Bal Bharti Public School, Dwarka fair because they called me on January 25 when they conducted a draw for 356 students who had scored 45 points each.” There are 101 seats for the general category at Bal Bharti Public School, Dwarka.
Sumit Vohra, the founder of admissionsnursery.com, said, “The schools should call the parents when they conduct a draw for the nursery admissions. Not calling the parents at the time of draw indicates that the lottery system lacks transparency.”
Similarly, Laxman Public School, Hauz Khas also conducted a draw of lots for applicants in the general category who scored 65 points. The website of the school clearly says that there were more than 1,000 applicants who scored 65 points so, draw of lots was conducted for them by the executive council members of the Parents Teachers Association (PTA) on Thursday. Raman Sharma, who had applied here for his three-year-old son said, “This is unfair. The school should have informed us.”
Laxman Public School Principal Usha Ram said, “We conducted a draw in front of the PTA for the general category. There was no need to call the parents in this case. Parents are to be called only when we conduct a draw for the economically weaker sections (EWS) category.”

नर्सरी एडमिशन की भागदौड़ जारी है। गुरुवार को कई बड़े स्कूलों ने ड्रॉ निकाला। कुछ स्कूलों ने 45 पॉइंट वाले कैंडिडेट्स को भी चांस दिया तो कहीं ग्राफ 80 पर्सेंट तक पहुंच गया है। इनमें सबसे ऊपर लक्ष्मण पब्लिक स्कूल हौजखास का नाम है। हालांकि, कुछ स्कूलों का एसएमएस भेजकर सिलेक्टिड कैंडिडेट्स को बुलाना पैरंट्स को ठीक नहीं लग रहा है। उनका कहना है कि ऐसे में पारदर्शिता नहीं रहेगी।
लक्ष्मण पब्लिक स्कूल ने दो लिस्ट निकाली हैं। कन्फर्म लिस्ट में 105 कैंडिडेट्स का नाम शामिल है और वेटिंग लिस्ट में 20 का। कन्फर्म लिस्ट में शामिल कैंडिडेट्स 80 से 65 पॉइंट वाले हैं। स्कूल प्रिंसिपल डॉ. ऊषा श्रीराम का कहना है कि हमारे पास 80 से 65 पॉइंट्स वाले एक हजार से भी ज्यादा कैंडिडेट्स थे, ऐसे में पैरंट्स टीचर्स असोसिएशन की सहमति से हमने लॉटरी निकाली है। यहां 31 जनवरी से 2 फरवरी के बीच डॉक्युमेंट्स वेरिफिकेशन होगा। उन्होंने बताया कि वेटिंग लिस्ट इसलिए निकाली गई है ताकि बाद में कुछ एडमिशन कैंसल हों तो खाली सीटों पर वेटिंग लिस्ट वालों को एडमिशन दिया जा सके। श्रीराम स्कूल वसंत विहार ने 45 पॉइंट हासिल करने वाले 195 कैंडिडेट्स को बुलाया है। स्कूल के अधिकारियों का कहना है कि जिनके 50 पॉइंट्स हैं उनका यहां एडमिशन पक्का है। बाकी स्टूडेंट्स को सीटें बचने पर एडमिशन मिलेगा।
उधर बाल भारती स्कूल रोहिणी ने ऐसे कैंडिडेट्स को एसएमएस भेजकर बुलाया है जिनके 45 पॉइंट्स हैं। स्कूल ने कोई लिस्ट जारी नहीं की है, ऐसे में पैरंट्स में काफी रोष है। उनका कहना है कि बिना लिस्ट के हमें यह पता नहीं लग पाएगा कि हमारे बच्चे को चांस क्यों नहीं मिला। यही तरीका मंगलवार को डीपीएस द्वारका ने भी अपनाया था। मॉडर्न पब्लिक स्कूल शालीमार बाग ने प्री-प्राइमरी और नर्सरी के लिए अलग-अलग लिस्ट निकाली है। एजुकेशन फॉर ऑल संस्था के फाउंडर सुमित वोहरा का कहना है कि पैरंट्स को यह पता चलना चाहिए कि उनके कितने पॉइंट हैं। मगर कुछ स्कूल सिर्फ कैंडिडेट का नाम ही जारी कर रहे हैं तो कुछ एसएमएस भेजकर सिर्फ सिलेक्टिड लोगों को बुला रहे हैं। यह तरीका पूरी तरह से गलत है। दिल्ली सरकार को इन मुद्दों पर गौर करना चाहिए, क्योंकि सिर्फ नियम बना देने से कोई फायदा नहीं होगा। इन्हें सख्ती से लागू करना भी जरूरी है।

Mr Vohra has written about THE MOST important issue that we are bound to face this year w.r.t nursery admissions this year. Appreciate your teams effort on this.
Was browsing and happened to come across some impt points Virender has mentioned .. please could you help convey these as well. If not at par with the sibling points (i understand schools might want to give advantage to children whose siblings are already studying in that school), atleast some points should be given to the first child. People like us who have our first "boy" child will suffer.
a.) Criteria of First Child may be added alongwith Sibling points, so that all parents get equal opportunity (20 points) for admission of their Child.
b.) Since, date of opening and closing of forms for nursery admission is same for all Delhi Schools, therefore, all schools should be instructed for declaring their result on the same date so that Parents will be able to decide in a more considered way. Also, date for declaring second list, third list, etc. should be fixed same for all schools. Moreover, closing date for admission against the first list, second list, etc for all schools should be same.
c.) School should refund the Fee as well as Original documents immediately/ with in two days, (atleast 90% of total amount fee) after cancellation of admission

Mr Vohra had raised 1st boy child/donation/fee refund issue and common result issue .
So fee refund policy within circular was notified after 2 days of his protest on 9 Feb 2011(fee to be refunded within 15 days)
Now this year LG has listened to him and kept a single day for results (see notification) 28 feb for 1st/waiting list and 15 mar for all list .NO SCHOOL CAN POST ON ANY OTHER DAY.
So no problem of refund and documents. you can choose and deposit the the fees in desired school.

As the new rules have removed the management quota, people may try to get admissions thru lottery..
All parents shud get a fair chance
Thanks to Mr.Vohra who has well examined the very sensitive issues faced by parents during admission period which needs corrective measure to have a transparent system in place. Hope DOE will accept these very valid suggestions by Mr.Vohra and appoint Monitoring committee.
