Aadhar cards ‘inadequate’ residence proof for city schools

Schools demand passports for nursery admissions.

arents seeking to admit their young children in nursery classes, and living in rented accommodation, are having a tough time to prove to the schools that that they are residents of Delhi. Several schools have declined to accept Aadhar cards or even voter-IDs as evidence of residence. Most of these parents, who have applied in 10-11 schools that come in the radius of 0-8 km, have had their applications rejected for not having "adequate" address proof.

Despite the guidelines issued by the Directorate of Education (DoE), which allows these documents as valid proof, city schools insist on specific proof only such as passports. The last date of submission of applications for the admission process is 5 February. According to the new guidelines, admissions will continue on the 100-point basis and children living within an eight-km radius will be included in the criteria of "neighbourhood", carrying 70 points.

According to parents, a number of reputed schools including Tagore International, Springdales, St Columbus, Mt Carmel Convent and Sardar Patel Vidyalaya refuse to accept documentary proof listed as valid by the DoE.

Achit Gupta, who works with a public-sector bank and has been transferred to Delhi a few months ago, has been struggling for his three-year-old son's admission to nursery class. He is living in a rented house in west Delhi and has applied for a new MTNL connection, which can be given as an address proof. "I have applied to a number of schools in west Delhi zone, but they turn down rent agreements registered in court or bank statements issued by a government bank as address proof. I even got a letter signed by my employer to support my claim that I live here, but that too has been turned down. My passport was issued while I was living in Punjab and therefore cannot be submitted as proof of residence in Delhi. That is why I have applied for an MTNL connection," said Gupta.

Sajjad Ahmed, another parent residing in Gautam Nagar in south Delhi said, "I have applied to 11 schools for my ward's admission and five schools have not considered the application citing lack of one or the other proof. Tagore International School, Vasant Vihar demands ration card and passport and if one furnishes a voter-ID card, then it should have been issued at least a year ago. My voter-ID was issued four months ago and now I learn my Aadhar card too is invalid for the process."

"As per the admission information provided by Springdales School, either passport or voter I-card is to be submitted as proof of residence. Why will not they accept water and electricity bills as listed by the Delhi government?" he asked.

However, the schools refuse to agree on the issue.

Ameeta Mulla Wattal, principal, Springdales School, Pusa Road and chairperson of National Public Schools' Conference (NPSC), said, "We accept all documents as provided under the DoE guidelines. If parents encounter problems, they should lodge a complaint with the concerned school."

Sumit Vohra who runs a portal for parents, www.admissionsnursery.com, said, "Schools are not happy with the guidelines issued by the Delhi government, as they curtail their freedom to formulate their own admission criteria. The problem of residence proof for parents living in rented accommodation has been there since last year. However, we have sent a complaint letter in this regard to both the DoE and Delhi Education Minister, asking for their immediate intervention."

Delhi Education Minister Manish Sisodia was not available for comments.

Mr. Vohra, thanks for the initiative as this was very much essential. Not accepting voter ID and other bills is clear voilation of DoE guidelines. This was needed to be addressed properly. Schools should not harass parents, if at all they are having any doubt about the actual occupancy by the parent concerned, schools can carryout surprise checks by home visits. 

Hope something stern must come from the DoE to accept listed documents. Thanks.

This will lead to big problem.... l hv submitted my forms with aadhar card. . Now if they rejects forms for same reason... than how it is possible in three days to compkete the process ... uid was in their list of address proofs..... pl do something

Please dont panic...The article had been written considering few schools which never had UID in their forms.Such schools rejected form on counter and didnt take forms at all...If UID is in form of a school and same had accepted ur form so there is no question of rejecting them now...If u resubmit ur form to same school with other id proof,it will be all mess and u wud hv two forms for same kid,...now the school will hv valid reason to reject...Just chill and dont panic.....

AAdhar card should be valid proof as per DOE norm.We hope issue will resolve as early as possible

Pls clarify I have submitted aadhaar card as an address proof in all the schools and then they have accepted the same, please tell me there will be no problem now....the admission has been a stress and with all this new i am going crazy...

The story is about schools who are not accepting aadhar cards or other documents.No issues in your case.

Thanks for clarification as parents r literally exhausted both physically n mentally....Such an article will spread panic.....

DOE should give strict instructions to schools to accept valid proofs mentioned in guidelines. Or else parents should be given a option to submit the forms to DDE (concerned districts) or EO (concerned Zone) and they should makes schools accept the rejected forms since only 2 days left.

Mr. Vohra, I read lot of your articles on nursery school admission and i must say they are quite valuable in terms of awareness.

I too have applied for almost 17 -18 schools and have given an attested copy of my UID in all the schools. Till date no one have rejected or objected it as a proof of residence including Tagore Intl'. The people out there in schools do check the forms thoroughly at the time of submission, So i think this may be a problem with very few schools.

And moreover UID itself is being promoted by the government as valid identity & residence proof and have started liking it with LPG connections.

So i hope all those parents who have submitted their res. proof as UID should not face any problem.
