NEW DELHI: Thrilled earlier by the new nursery admission guidelines, parents whose children were not made part of the lottery are now fuming.

Parents who have managed to score only 70 points through the neighbourhood criteria are a worried lot as most schools have not included them in their first lottery.

“Most schools have conducted the lottery among those students who have managed to score more than 75 points. The seats are being filled mostly by those children who have siblings in the same schools or whose parents are alumni,” said Sumit Vohra, founder, admissionsnursery.com.

Another big issue that has cropped up is the transfer points. Under the new guidelines, any child whose parents have been transferred to the city will be given 5 points.

A number of parents have alleged that those living in Gurgaon, Faridabad and Noida are taking advantage of the interstate transfer points.

“I don’t understand why anyone has to be given extra points for a transfer? Since neighbourhood is ideally the biggest deciding factor,”

According to experts, the first list will be contentious, filled with children who have got points in the sibling, alumni and transfer categories.

“We don’t want to condemn the guidelines. They are better than last year but neighbourhood points should have been given in a staggered manner so that a child who lived within a three kilometer radius would be assured of admission,” Vohra added

Why do you think other schools are any less than DPS ?

On behalf of many parents who feel that your site has played a pivotal role in our lives as far as nursery admissions goes, we would like to put forward our problems and request Mr Vohra/any of you to be our messenger and take our points / suggestions forward to the governor and the relevant authorities -

a) PROBLEM - Since distance is the main criteria for admissions and it is very relevant as sending small children to far flung schools is truly inconvenient and may not even be safe, the fact that there is no distance slab breakup weightage is rather bizzare i.e while a parent has been given a right to apply to a school which may be slightly far off from his place as a backup option, they get no preference on those schools which may be a 100 mtrs -2 km away from their homes (At this rate alloting 70 points is the same as alloting 0 as it's just a nomenclature). Further this equality of giving 70 pts to everyone without a weightage means that everyone is locked on the same points irrespective of distance meaning luck is the only parameter thus creating more uncertainty 

SOLUTION - As applications are closed and people have applied withing the 8km radius, atleast introduce the weightage slabs. In the worst case scenario, if that can't be done, incase of lottery of balance seats, do a lottery prioritizing on distance from school (This can be done basis the same weightage slabs)

 b) PROBLEM - Many people are using false certificates for transfer cases from gurgaon and noida and getting 5 extra points thus edging out lot of parents who have good schools around them.

SOLUTION while 5 points do hold for transfer cases, one should ban giving 5 pts to Gurgaon, Noida and similar region as while it's across the border, it is very much part of the National capital region. Furthermore, Clear cut specific documentation for interstate transfer cases should be asked for from schools as many parents have access to letterheads and stamps of companies. (need something more genuine)

c)  PROBLEM - Sibling points last year was 5 / 10 pts. It has been increased to 20 points but it is not clear why first born childrens points have been pegged down from 10 to 0 this year. When a second child is eligible for a freer passage in a particular school, why should the first child have no preferences whatsoever?

SOLUTION - Either Split Sibling and first child points equally / Create a separate draw for first child 

Without these amendments, some of us believe that there would be more chaos and uncertainty. Schools will also have an opportunity, wherein despite abolishing the management quota, they would soon exploit and arm twist the hapless parents in a free for all ( as the present trend shows endless  people locked on the same points with very very limited seats.)

Need your assistance. There will enough parents to support you if required to represent in person

I am agreed wth u. Waise bhi some peoples are creating panic amongest parents since its not big issue for eg. nearely there are 100 cases of inter state tranfer in one area and i think everyone has filled their form for every school, but it is a fact that they would take admission in only one school after that approx 300 and more seats for every area would be empty. so i request the peoples to not create panic..it would be clear in second list.

Why shud there be any points for the transfer case. The child is yet to start any sort of formal education yet. Nursery admission will be the first step in this direction. So any parent who got transferred to Delhi recently is not at any disadvantage over the person who is residing in Delhi.  If both are sailing in the same boat then the logic appear flawed and without any merit.

Had it been it been a higher class say 5th then the priority to transfer case makes sense cos the parent were forced to abandon the schooling of the child and move to a new place..

Yes, quite a few transfer cases appear to be counterfeit. And, as opined by one of the parents, just sprinkling water on the letterhead to check the genuineness, might not help, as there are hundreds of companies where employees have free access to original letterheads and co. stamps. 

In my opinion, there should be no points for transfer cases, because there does not appear to be any justification behind this. Parents who have just migrated to Delhi can always avail of the 'neighbourhood' criteria, in line with other general cases. What is the reason for according them special status ? 

Still, if required, there could be a 'quota' for such parents, at the most...but NOT points, which lead to discriminatory privileges.

Can someone who was present for the draw and document verification post his views.

Is there good scrutiny of tfr cases? Is additional documentation being sought ?

This would help calm quite a few parents concerns against fake certificates.

An alumni gets 75 points only in one school. A transfer case gets 75 points in every school. I don't understand how can a private job be a criteria for nursery admission. We seem to be fools if we are staying in delhi , working in delhi and even staying near a school , still not eligible for being part of draw of lots. This is highly unacceptable . Let transfer cases not play with your child's future.
We parents should unite and file a petition. This has to be done , a robust system has to be drawn. We need to react within 1or 2days.

This transfer case is a total fraud and against the fundamental rights of delhi citizen who has paid taxes to delhi government. It needs to be scrapped urgently. Lets all do something serious as parents to protect rights of our children

I agree that this transfer case is a total fraud. Also the distance criteria needs to be in staggered manner and till 10 km distance. I support the petition to be filed.

is there a way we can set up a mobile number or a mail id where all people in support of the petition can sms or just give a missed call.  We can seek media help as they are always hungry to pick up such things. please advise?
