Almost a month after nursery admissions began in earnest, parents and activists are still alleging that the schools are trying to subvert the guidelines through any means open to them. The latest case in point being the “transfer points” in which a child who is transferred from one State to the other is entitled to five extra points while considering him for admissions.
“Some of the schools are allowing children from Noida and Gurgaon to be eligible for inter-State transfer. This is to the severe disadvantage of children in Delhi since many of the schools measure distance through the aerial method where some areas in Noida and Gurgaon are also included. Therefore, a child having a transfer certificate from these places will get five points in addition to the 70 points accorded to neighbourhood,” said Sumit Vohra of admissionsnursery.com.
According to the guidelines released by the Lieutenant-Governor, admissions are done on a 100-point basis in which 70 points will go to children who live within 8 km of the school. Sibling studying in school gets 20 points; parent alumni of school has five points and inter-State transfer case has the remaining five points.
However, those residing in Delhi claim that “inter-State” transfer is working to the disadvantage of those living in the Capital. “There are some children whose parents have been living in a neighbourhood for many years and there are some who move into a neighbourhood only for the sake of the school. Some of these people even manage to take transfer certificates and thereby an additional five points along with the additional 70 neighbourhood points,” said Mr. Vohra.A complaint by him had been registered with the Directorate of Education after which a notification has been issued to the effect that schools remain extra-vigilant about inter-State transfers and keep a database of such applications.
A special team of officers from the DOE might also carry out surprise inspections to cross-check the validity of admissions under the transfer case. Penal action against parents, action against school managements and cancellation of the child’s admission is also mentioned in the notification.
In a survey conducted by admissionsnursery.com, 98 per cent of the 800 parents questioned said they were against considering application from the NCR as inter-State transfer cases. They have threatened to take the matter to court.

Mr. Vohra , The main issue is that you always highlight the "populist" opinion. You should develop a habit of delving into deeper issues in order to be more effective. If the majority if the parents raise an issue , you start tom tomming about that without any thought process on the deeper issues . Please understand the day DELHI parents stop taking admissions in Noida schools , the noida parents will not feel the need to go the delhi schools.
Please get out of Delhi and do some data analysis of the noida /gurgaon schools also. If you pick up the top schools of Noida like Amity , Step by Step , DPS Noida , and analyse the student profile from these schools you will realise that they have majority and by majority i mean anything from 70-80 percent of the kids are from Delhi.
therefore if there is no seat for Noida /Gurgaon parents to get their kids in the reputes schools of noida , they will eye the reputed schools of Delhi ? what else can they do because no one is allowing them to stay in the schools of Noida , as there is no seat for them , all seats are occupied by the Delhi students .
IF YOU ARE GENUINELY CONCERNED ABOUT THE NURSERY ADMISSIONS OF DELHI , YOU CANNOT IGNORE UNDERSTANDING THE PATTERNS OF NOIDA AND GURGAON . You have taken a very narrow perspective and looking at delhi in isolation which is erroneous and wrong. You are coming up with absurd requests to the LG without having a complete picture of DENLHI NCR .
You can never change policy of nursery admissions , till the education department of Noida and Gurgaon and Delhi all work in co-ordination with each other . I can promise that there will be no issues in nursery admissions if officials from delhi , gurgaon and noida education department sit together and ARIVE AT GUIDELINES AFTER TALKING AND DISCUSSING WITH EACH OTHER .
Else every year you will STRUGGLE .

I think you are ignorant of the fact that we have equal no of parents from Gurgaon /Noida.
Noida and Gurgaon does not fall under perview of DOE as they they follow under different states of Harayana and UP having different govt and politics/policies.
NO RULE OF DOE IS APPLICABLE IN UP/HARAYANA OR ANY OTHER STATE. CAN U MERGE DIFFERENT POLITICAL PARTIES :)
BEING A NOIDA PARENT YOU CANNOT UNDERSTAND THE PLIGHT OF DELHI PARENTS RIGHT NOW. THIS TYPE OF UNREST HAS NEVER HAPPENED SINCE GANGULY COMMITTEE WAS IMPLEMENTED

You may be partially correct
Most of the hi-fi NEW schools were set up in NCR to cash upon the affluent families from Delhi which did not get through in Delhi DPSes & Moderns
If Delhi parents do not patronize such schools in NCR they will have to shut down
Your notion that NCR schools (new hifi) were set up to cater NCR parents only is misconcived, the school seats will remain vacant if Delhi parents stop taking admissions in such schools, it's plain business sense for the schools
It can be seen from the fact that OLD ncr schools like DPS (NOIDA) prefers NOIDA resident only, where as others NEWLY opened schools have no qualms regarding a Delhi student taking admission.
also new land parcels are not available for schools in Delhi
Similar analogy can be drawn by noticing that most of shoppers traffic has fallen in GGN malls since opening up of Saket / ambience VV malls

U can raise the point u made that schools in noida , gurgaon r giving admissions to students from delhi to the up haryana education arthorities . they should refrain from giving such admissions . y u people are bothering delhi people . the request is not absurd . most ncr transfers r fraudulant .... even if true wat is the need to give extra points at nursery level.?

What for v r waiting,v know the results.Lets do now what v r planning to do later. Lets us meet LG at the earliest.DOE is just giving notifications for the sake of their record.,,Which is no ways beneficial for us in any ways. Our discussions should not remain here only
Thanks Sumit Vohra, Sakshi, Latha and all for your efforts. Your forum has helped in highlighting the interstate transfer points issue. Because of your efforts the schools are doing a thorough verification of transfer cases.
I feel Sumit Vohra should be a part of the committee that decides the nursery admission criteria. He is aware of the real issues and can represent the parents in the committee.
