New Delhi: Though late in coming, the new order from the Directorate of Education came as a relief. Not only do applicants in categories other than transfer get to hang on to their seats, they also get to participate in more draws. But for most of Thursday, many parents, including a few who were party to the PIL and writ petition that brought the change, were alarmed at the prospect of a ‘fresh draw.’ They feared those who’d secured seats would lose them. The DoE not issuing an order till after 9pm didn’t help. Both school authorities and parents were confused for most of the day.
Several of the 270 parents who’d filed the PIL challenging the interstate-transfer points in court had managed to seats in schools either through other categories—alumni or sibling—or with distance points alone. Rikhi Jurana, with just the 70 distance points, had managed a seat which, he’d worried he’d lose.

The level of concern about existing lists getting scrapped was such that, by evening, some parents were even planning a protest against redraws on admissionsnursery .com.Sumit Vohra later said, “The new order has made everyone happy”. As one parent puts it, “Delhiites have got their due.” This round of admissions has seen several groups of parents going to court. Most met on admissionsnursery.com and later formed groups on Facebook and WhatsApp. “For most of us, this is our first legal battle,” says Jurana. Another group, parents of differently-abled children, too, has taken the matter to court.

The alumni will stand a better chance now. The transfer cases, with the same number of points —five—were neutralizing the advantage alumni have traditionally enjoyed in nursery admissions. But the rank of 70-pointers has swollen considerably. While many 70-pointers who were earlier being left out of lotteries altogether will now be able to participate, they will also be competing with a larger number of applicants.

New Delhi: If your child has not got admission in the school of your choice during this year’s nursery intake, there’s hope yet for you. The government’s decision to withdraw the five points given for interstate transfer cases has created a large number of vacancies—up to 50% of open seats in some schools—which will now be filled up through fresh draws.
    The Directorate of Education’s order on Thursday said admissions of candidates who didn’t claim to be transfer cases will remain valid. This means that candidates who have been successful in draws on the basis of points for neighbourhood, alumni or sibling, get to hang on to their seats.
    The seats that had gone to inter-state transfer cases will be vacated and fresh draws held for them. The order, however, doesn’t make things easier for the schools. The last date for the first list is now March 15, which is in the middle of the board exams.
    “On perusal of the sample collected by the inspecting team, it has been observed that approximately 50% of open seats are claimed by the applicants of interstate transfer case category, which implies that the persons having only neighbourhood points were not getting adequate chance of being included in the draw of lots,” says the order explaining the Lieutenant Governor’s decision to withdraw ‘inter-state transfer’ from the list of parameters.
    However, applicants in the transfer category will not be left be left out of the system altogether. Their applications will be included for any draw the school may hold for 70-pointers.
    While every parent is no longer impacted, nearly every school will be and the delay will bring a host of problems to school authorities.
    The National Progressive Schools’ Conference passed a resolution at an ‘emergent meeting’ of the executive committee on Thursday morning. “The constant modification creates a great deal of anxiety and stress to parents. The lotteries require all our staff and a great deal of expenditure and every time a disruptive and volatile situation is created. There’s destruction to school property and teachers have been gharaoed,” said Ameeta Mulla Wattal, chairperson, NPSC and principal, Springdales School, Pusa Road.
    The NPSC also suggested that the directorate take on the onus of doing the lotteries.
    Principals wish DoE had waited for the final decision of the court. “Most schools will have to do at least one lottery again. There are board exams and in between, house exams. The lotteries will now happen in the middle of these,” she adds.
    As per the new schedule, the admission process ends on March 30.

A day after the Delhi government, led by lieutenant-governor Najeeb Jung, scrapped five admission points under the “inter-state transfer” category for nursery admissions, it issued new directions on the admission process, which will now be determined on basis of “neighbourhood,” “sibling” and “parent” points.
In fresh directions, the Directorate of Education issued guidelines to recognised unaided private schools, which said that after the deletion of five-point “inter-state transfer” category nursery admissions will be determined only on basis of the neighbourhood, whether the prospective student has a sibling studying in the school and whether the parents have been alumni of the school.
The admission lists, which have been released by the schools till now, will have to be modified accordingly, the Delhi government said. The seats, earlier assigned to “inter-state transfer” category applicants, will now stand “vacated.”
“If a school has conducted draw of lots for applicants securing 70 points, that draw shall remain valid for the selected and confirmed candidates only,” the Delhi government said.
A fresh draw of lots shall be held for remaining applicants having 70 points, including candidates who earlier had secured five points because of the inter-state transfer category.
Mr Sumit Vohra, founder of the admissionsnursery.com, said that the new directions by the government would bring a relief to most of the parents.
“The 70 pointer draw is valid as per notification. The seats which will become vacant now for 75 pointers will be done as redraw, including the wait-listed ones and 75 pointers which will now come in 70 points.”
Mr Jung had introduced “inter-state transfer” as a nursery admission category this year.
However, after the DoE received a number of complaints alleging “misuse” of these points, the team took cognisance of it and investigated the matter.
The investigation team assessed the genuineness of the “quantum of applications” submitted under the transfer category.

Dear Mr. Vohra/ Sakshi,

I want to seek a clarification. It has been advised that all seats with transfer points will be vacated, please advise on the below

1. A candidate has distance/ sibling and transfer points and is sitting at 95, what happens to this seat, yes he has a stronger value when tranfer points are taken away as he is still at 90, but how can one have sibling and transfer both, this was a big debate always and why should such cases stay if they have used unfair means for admission.

2. What happens to a case that has neighbourhood, alumni, transfer, sits safely in the selected list at 80 points, with now the tranfer being scrapped gets 75 points, but was not a part of the lottery of 75 pointers, the question here is specifically to DPS they have 80 pointers on the list and these guys were selected and not a part of the 75 point lottery conducted for alumni and transfer, so what happens to them now, they cannot be sitting on that seat if the waitlist moves up, how will these cases be considered. Because maybe in the lottery they had not made it..................

Please help advise......and thanks for your time in clarifying this.

for point one theortically it is feasible (though valid for very few) in two scenario

scenario 1 one of the parent(father/mother) stayed back and now the other is coming back

scenario 2 they got transferred last year during mid session (say july 2013) and got admission for their senior kid and now the junior is eligible for sibling + transfer points.

For point 2

They will now be part of lottery for 75 pointers along with other alumni.

@ Maharamsir..its not a good new for 70 pointers...the seats we secured in waitlist has also scrapped.As per my analysis most of the schools in south east delhi (amity, apeejay, new greenfiled in saket,alaknanda,st george,MIS,TIS,gyan bharati,BVN,cambridge foundation,kr mangalam,summerfield etc)will not do redraw for 70 pointers for the first list as they have many alumni in waitting list and the vacant seat of TP will be alloted to them.

Its just the victory of "As one parent puts it, “Delhiites have got their due..means alumni and sibling.”".We tax payer citizen from over a decade...will not get a chance to participate in the draw....

@Indu Ji, point was to remove fake cases and this is done. But still atleast some parents will get a chance in some schools with 70 points for confirmed seats through draw of lots.

My daughter has been shortlisted in the waiting list for The Shri Ram School in the Girls quota. She has 70 points score. Will her waiting list status be removed? Can Sumit or somebody please reflect on this please?

Yes the waiting list will be removed. There will be fresh lottery for the waiting list.

I have one query, wht abt 75 ptrs alumini who have aquired seats, are they going to be cancelled or nt..

also wht if the school has less no. of seats n more of alumini..

Pritu Mehta, selected alumnis are not affected and they are status quo however, unselected alumnis will get seats may be through draw of lots for those remaining seats after removal of selected transfer cases.

St.Mary's safdarjung has also started admission for selected candidates and fee to be deposited by 5th March. It seems minority schools are not following the guidelines.
