Nursery order keeps hopes alive

Big relief, as most hold on to berths

Shreya Roy Chowdhury TNN

New Delhi: Though late in coming, the new order from the Directorate of Education came as a relief. Not only do applicants in categories other than transfer get to hang on to their seats, they also get to participate in more draws. But for most of Thursday, many parents, including a few who were party to the PIL and writ petition that brought the change, were alarmed at the prospect of a ‘fresh draw.’ They feared those who’d secured seats would lose them. The DoE not issuing an order till after 9pm didn’t help. Both school authorities and parents were confused for most of the day.
Several of the 270 parents who’d filed the PIL challenging the interstate-transfer points in court had managed to seats in schools either through other categories—alumni or sibling—or with distance points alone. Rikhi Jurana, with just the 70 distance points, had managed a seat which, he’d worried he’d lose.
The level of concern about existing lists getting scrapped was such that, by evening, some parents were even planning a protest against redraws on admissionsnursery.com.Sumit Vohra later said, “The new order has made everyone happy”. As one parent puts it, “Delhiites have got their due.” This round of admissions has seen several groups of parents going to court. Most met on admissionsnursery.com and later formed groups on Facebook and WhatsApp. “For most of us, this is our first legal battle,” says Jurana. Another group, parents of differently-abled children, too, has taken the matter to court.
The alumni will stand a better chance now. The transfer cases, with the same number of points —five—were neutralizing the advantage alumni have traditionally enjoyed in nursery admissions. But the rank of 70-pointers has swollen considerably. While many 70-pointers who were earlier being left out of lotteries altogether will now be able to participate, they will also be competing with a larger number of applicants.

New Delhi: If your child has not got admission in the school of your choice during this year’s nursery intake, there’s hope yet for you. The government’s decision to withdraw the five points given for interstate transfer cases has created a large number of vacancies—up to 50% of open seats in some schools—which will now be filled up through fresh draws.
The Directorate of Education’s order on Thursday said admissions of candidates who didn’t claim to be transfer cases will remain valid. This means that candidates who have been successful in draws on the basis of points for neighbourhood, alumni or sibling, get to hang on to their seats.

The seats that had gone to inter-state transfer cases will be vacated and fresh draws held for them. The order, however, doesn’t make things easier for the schools. The last date for the first list is now March 15, which is in the middle of the board exams.
“On perusal of the sample collected by the inspecting team, it has been observed that approximately 50% of open seats are claimed by the applicants of interstate transfer case
category, which implies that the persons having only neighbourhood points were not getting adequate chance of being included in the draw of lots,” says the order explaining the Lieutenant Governor’s decision to withdraw ‘inter-state transfer’ from the list of parameters.
However, applicants in the transfer category will not be left be left out of the system altogether. Their applications will be included for any draw the school may hold for 70-pointers.
While every parent is no longer impacted, nearly every school will be and the delay will bring a host of problems to school authorities.
The National Progressive Schools’ Conference passed a resolution at an ‘emergent meeting’ of the executive committee on Thursday morning. “The constant modification cre
ates a great deal of anxiety and stress to parents. The lotteries require all our staff and a great deal of expenditure and every time a disruptive and volatile situation is created. There’s destruction to school property and teachers have been gharaoed,” said Ameeta Mulla Wattal, chairperson, NPSC and principal, Springdales School, Pusa Road.
The NPSC also suggested that the directorate take on the onus of doing the lotteries.
Principals wish DoE had waited for the final decision of the court. “Most schools will have to do at least one lottery again. There are board exams and in between, house exams. The lotteries will now happen in the middle of these,” she adds.
As per the new schedule, the admission process ends on March 30.

BACK TO THE DRAW

Only seats assigned to inter-state transfer cases stand vacated
Draw of lots conducted for applicants with 70 points remain valid for successful candidates
Fresh draw for the rest — unsuccessful, wait-listed &
transfer applicants
Transfer cases to be now included in draws as 70-pointers
Last date of display of first list is March 15 and for second list, March 20
Admissions close on Mar 31

A day after the Delhi government, led by lieutenant-governor Najeeb Jung, scrapped five admission points under the “inter-state transfer” category for nursery admissions, it issued new directions on the admission process, which will now be determined on basis of “neighbourhood,” “sibling” and “parent” points.
In fresh directions, the Directorate of Education issued guidelines to recognised unaided private schools, which said that after the deletion of five-point “inter-state transfer” category nursery admissions will be determined only on basis of the neighbourhood, whether the prospective student has a sibling studying in the school and whether the parents have been alumni of the school.
The admission lists, which have been released by the schools till now, will have to be modified accordingly, the Delhi government said. The seats, earlier assigned to “inter-state transfer” category applicants, will now stand “vacated.”
“If a school has conducted draw of lots for applicants securing 70 points, that draw shall remain valid for the selected and confirmed candidates only,” the Delhi government said.
A fresh draw of lots shall be held for remaining applicants having 70 points, including candidates who earlier had secured five points because of the inter-state transfer category.
Mr Sumit Vohra, founder of the admissionsnursery.com, said that the new directions by the government would bring a relief to most of the parents.
“The 70 pointer draw is valid as per notification. The seats which will become vacant now for 75 pointers will be done as redraw, including the wait-listed ones and 75 pointers which will now come in 70 points.”
Mr Jung had introduced “inter-state transfer” as a nursery admission category this year.
However, after the DoE received a number of complaints alleging “misuse” of these points, the team took cognisance of it and investigated the matter.
The investigation team assessed the genuineness of the “quantum of applications” submitted under the transfer category.

Modertor kindly clarily whether this scraping of inter state transfer case apply to minority schools or not

Now this means those girls selected in girls draw with 70 points will remain intact

Dear Parents,

It is the start of a new realisation.

Distance point slabs ve to be there .... Schools like MIS DPS Modern will still be out for 70 pointers... Let the lists be redone n then it will dawn on everyone that things are exactly were they were. The sorting and limiting the number of applicants per school can be done only by distance point slabs. So someone gets more points for distance but no points for sibling or alumni but if someone is staying far away will get lesser points for distance but may have both sibling and alumni points. Then everyone gets a fair chance at the draw and doesn't straightaway get a seat and knocks the rest out.

Can we have a discussion on this and if all agree can this same forum put this across to the DOE.
Parents with 70 points and with a seat ve left the ship and those who had a seat with true trf are crying foul ( not that they were disadvantaged and needed those points but used it coz it was there) n those with 70 and waitlisted are feeling cheated.

Just posted- all seats vacated in DPS EOK will be filled by Alumni in the waitlist 75 for 27 seats, 70 pointers still remains the new zero- its neither the time to rejoice or get upset- someone/ anyone with time and resource has to think logically to make it fair for all.

Lalita Mitra Ji, your point needs attention of everyone. It is somewhat like a common admission form. But to me it does not seem feasible because of delayed process. Many other activities are also and equally associated with the school curriculum and being the examination time may become a problem. Hence, should be considered for next session.

This time most of the schools have not started their admission process for other classes as well as this was a routine practice of the schools to start after 10 March every year. Now this is again disturbed by this delay. Anyway, the suggestion is appreciated.

Will someone help me get over my nightmare? I personally believe the 70 point system is just a waste, as the list doesn't seem to be going beyond 75.

I have 2 children studying in the same school which is beyond 8 KM but now I cant get the benefit for my 3rd child as he looses on 70 points and earns only 20 for sibling.

Under this situation it seems next to impossible to see all my 3 children going together.

I would like to know if something could be done for such cases and parents facing the same problem could enlighten it with some solution.

Can the DOE segregate sibling into a separate quota whereby children get the benefit to retain the same school as their siblings.

Though I am ok with removal of alumni points, I believe alumni points will be a concern only for schools like DPS and couple of other top-notch schools who are accepting any branch student as alumni... for majority of the other schools, alumni are still gng to be a minority and not that big a threat like transfer cases earlier were...

Svis redraw on 3rd mar at 3pm

Hi shilpi .. please advise about the procedure for re draw @ sadhu vasawani .. my daughter was in waiting list last time ..thnxx

Sumit ji, will the earlier waitlist remain intact to cater to future withdrawls or will be scrapped and new draw for waitlist too?, the new order doesn't clarify that.

Sumit ji , Sakshi ji, please share your analysys regarding this also

Wait list will go

Deal all concerned selected or rejected,

DoE clarified that the selected candidates through merit or draw of lots so far do not fall in the jurisdiction of this notification. Basically it applies to those 75 pointers who were selected in draw of lots or otherwise with transfer points. Now all such cases with transfer points irrespective of their status whether selected or not are brought at par with 70 pointers and will get a chance in -draw if applicable for 70 pointers.

Further all selected applicants with 70 points are also not affected with this change. However a chance is given to all those who were left with 70 pointers including those whose secure is now reduced to 70 points because of transfer points carried away.

Therefore, good news for those 70 pointers.

This relief is mirage for 98% of 70 markers. When the authorities will be able to device a fair guideline? Slabbed distance point could have gone along alumni point but at this situation only a fixed % quota for alumni can be justified. All this is happening so late and making everyone tense. Next year guideline will be definitely better as the first hand suffering / drawbacks has been assessed.

What about the future of kids left out this year? Are they not able to do something to avoid this disaster? More shifts in schools can be considered when situation has deteriorated this much.

I wish they could something in the line of increasing capacity. That can be real relief and stop altercation among parents groups. I think it is time to think for something different than fighting the guideline on one pretext or other. I think MR. VOHRA should communicate with DOE on this regard.
