Classrooms empty but schools are paying teachers, maintaining infrastructure

Their children may not have started school yet but parents of tiny tots are having to worry about their school fee already.

The children may start nursery classes in the coming week, or what seems more likely, after the summer vacations, but parents will have to pay the fee for the entire quarter.

And it is not the fault of the schools either. While children usually start school in the first week of April, the long-drawn litigation has meant that classrooms have remained empty so far. The schools, however, have not stopped paying their teachers or eliminated the infrastructure that comes along with running the classrooms.

After Monday’s deferral, the final decision on the nursery admission process is expected on Wednesday. It is only after that that schools will start the second draw of lots to fill up the vacant seats. While a few schools have started classes already, a large number of seats still remain vacant.

The second phase of the admission process is likely to start by the end of this week or early next week. Schools usually close for summer break in the second week of May. The children, therefore, are expected to start school only in July now.

“This is a very peculiar situation where we will have to pay the fee even when our children have not started school. My daughter is still in play school and if the school demands the entire fee, I will have to pay double,” said Amit Yadav, a resident of Rohini.

According to the directorate of education, they have not yet decided on a road map for the fee.

“We are focussing on getting the admission process started as of now. Even when we discuss the issue of fee, we have to recognize that schools are still paying the teachers and are managing the infrastructure. We will have to think about the issue after proper consultation,” said Padmini Singla, director, education.

Risha, I have already faced this drama 10 years back when all my kids completed their education and now they are settled. But it does not mean that I do not have a concern for this fee issue. Nevertheless, we should speak logically. Ask any regular teacher who is not paid salary due to closure of schools due to govt. notifications as mentioned above. The issue should not have been raised. 

Main concern should be commencement of session and not fee. Anyone who is applying for so called Pvt. schools, must have been earning enough to send his ward to these schools who might have charged Rs. 35-40,000/- only. For this amount, everyone is showing his/her anger. This could have been raised only after start of the session. 

Any officer has to speak with reference to his liability and accountability. I can't blame Ms. Singla for commenting this way. Had she spoke adversely, reactions would have been there for sure.

Anyway, parents are more concerned about debates and chhinta-kashi on each other rather than fighting for starting the session. Just think for those small kids who are eagerly waiting to put their school's uniform on.

For this my answer is we become victims of circumstances. We born with our destiny but we can make our destiny bad or better with our karma(actions). 

Here we speak about a right towards refund of fee. There are many aspects related to it. Once we can claim our rights, the opposition can also claim for their rights. Just co-relate rights with duties and responsibilities to each other. Sometime one wins while the other loses. Because "Might is Right".  The fee refund is an upcoming fresh issue while charging of fee by the schools is a policy in implementation for years n years. We want policy change. Can you change in a day? No, it can't be. A simple issue of IST is not solved for over 3 months and we are fighting for a cause which invites very very strong opposition. I don't find complete fee refund, still I favour some relaxation in other activities in the school to compensate some %age of fee charged against not providing education for a quarter. And concur with Sakshi for some relaxation.

Few parents may be thinking who is this person on this forum. Not having a child issue with nursery and writing long n long lines. I am just sharing my views with different  experiences of life so far. 

Risha, I have also deposited fee for my grandchildren from my pension. The agony parents are experiencing now, I have already faced a lot for my children and even for me during my schooling. Nevertheless, truth prevails always and someone has to pay for it.

Mr. Maharam on behalf of Risha i would like to state you that:

firstly this untimely debate is not raised by parents (as assumed by you), but by DOE herself, by giving such statements in paper.

secondly, if starting of session was in parents' hand (as assumed by you again), they would have done it on 1st april itself. this matter is in SC now and only they can order for starting the session, parents can do nothing now...

Why do you think that if the schools will pay teachers salary without (unjustly) charging from nursery kids, they would go bankrupt??? i think they are making more than enough profit from schools and they are in a position to pay the staff even after exempting the nursery first quarter fees!!

lastly this forum is meant for debates (chhinta-kashi in your words) also, if you don't like them, don't participate in them!

Dr. Samar, question is not of liking or disliking any parent here. Question is of policies and logical thinking. You said unjustified charges. I have not assumed schools going bankrupt. I am insisting to raise the issue of commencing the session. More over, if the officer said so, does it mean that we should start debating this issue at this stage which might add further delay to start the session as it is seen now for July. If this goes on, then you think the session will start for sure in July. One side we quote examples of having started the session by one school, while on the other we said, how can schools start the session while the process is on "STAY". 

Why should we use words like 'profit' and if opposition uses the same for parents, then? Can you change the fee policy? For that one more litigation is required and counter appeals will follow. Schools are given liberty by the constitution for many things. Just read DSEA, 1973 with their special privileges. 

Paison ki chinta he, bachhon ki padhai ki chinta nahi. Har roz duty ke liye nikalta hoon to bachhe poochhte hein aap to ja rahe hein, me kab jaoonga? Kiske liye kamate hein ye paisa hum, apne bachhon ke liye. 

We parents are right for our every actions. It is like Mr. Kejriwal who thinks himself to be the right and others are wrong. Is this is the way to lead on? I agree some relief may be given to parents but not so authentically showing our right. Then I would say Might is Right. Then show your might to get your right.  

one more thing mr maharam ji, if parents have so much money, as you said "Anyone who is applying for so called Pvt. schools, must have been earning enough to send his ward to these schools who might have charged Rs. 35-40,000/- only" does not qualify for schools to loot them openly! i was willing to pay even 1 lack rupees for one quarter, but that doesn't mean i will give them that money for free and that also does not mean that it is easy money!! i have earned it by very hard work and nobody can take it away from me without giving anything against it!!!

Dr. Samar, who delayed commencement of session. You said not the parents, if PIL was not filed against the HC order by the parents, session would have been started. And you said parents are not responsible for all these messes. To some extent we all are responsible.  Everyone is sweating lot to earn money, you are not the only one. importance of 1 rupee can be of much more to some one than 1 lakh. It is situation centred. It is not true that nobody can take away your money, no one is mightier than time and circumstances. We became victims of situations. Yahi zindagi he. 56 bhog ka bhojan karne wale ko kabhi pyaaz ke sath roti bhi khani pad sakti he. 

Lastly, if everyone is disliking the culture of these schools, then what are we doing here. There are other schools who have already started their session. Yeh kya baat huwi-- padhana bhi unhi schools me jinki aalochna kar rahe hein.

This is to inform you that due to inclement weather conditions, school will close for  Summer Vacation for classes Pre-Primary to V with effect from Monday, 12 May 2014. AccordinglyFriday, 09 May 2014 will be the last working day before the summer break 

The school will reopen on Monday, 30 June 2014 after the vacation

My comment to this:

You said you will not give money for free. Vacations are for almost 2 months and you pay to schools for these two months including bus charges for FREE. Will you justify with the holiday assignment?

@Maharam - Its hard earned money, we are talking about! Though the main concern is commencement of session but at the same time, the fee refund cannot be ignored.

Its no point debating on things of the past since we cannot change it but its learning for the future, which would again be futile as our govt and education system would learn nothing from it.

Next year, the same process would be repeated and people would again be discussing the same thing. DOE should not just pass statement out of their whims and wishes.
