With different schedules and multiple nursery admission criteria, parents in the capital seem to be clueless and confounded.

But if private schools are to be believed, parents have had no complaints at all. In fact, schools claimed the grievance redressal cell set up by them has not received a single complaint.

“We set up a grievance redressal cell a week before the admissions. But there hasn’t been a single complaint. Parents are happy with the process,” S K Bhattacharya, president, Action Committee for Unaided Private Schools, said.

Asked how the committee would respond if it did receive a complaint, Bhattacharya said, “We will create moral pressure on the school. If it doesn’t listen, we will boycott the school.”

The Action Committee for Unaided Private Schools, an umbrella body of private schools in the capital, had decided to set up a grievance redressal cell at Bal Bharati School, Pitampura, and launch a helpline for the admission season.

“The cell will be headed by R S Gupta, who was the Delhi Police Commissioner from 2002 to 2004. The seven-member committee has other independent and respected members such as former principal of Daulat Ram College Dr Malati Subramanium and the retired IAS officer S N Bansal,” Bhattacharya had said.

But, in the absence of a grievance redressal system by the Education department, parents have nowhere to go.

“This is such a farce. Thousands of parents don’t know where to get their complaints addressed, or seek advise or help. The least the schools can do is let parents know where this cell is,” Sumit Vohra, from admissionsnursery.com, said.

“Last year, the AAP government had launched a nursery helpline which was being run by the Directorate of Education (DoE). Parents could call the helpline to lodge complaints.

“This year, not only has the DoE shrugged off its responsibility, even schools are playing games with parents,” Khagesh Jha, advocate, Social Jurist, claimed.

To effectively address complaints of parents of economically weaker sections (EWS) in nursery admission, government today directed private schools to properly display information about grievance redressal committee and its procedure in public domain.

Also, the Directorate of Education (DoE) directed District DDEs to ensure that fixed timings and days are kept for grievance redressal.

"All District DDEs will ensure that fixed timings and days are kept for grievance redressal when the concerned parties will be called and heard.

"The schedule along with the names of members of district level grievance redressal committee and their official phone numbers is displayed prominently outside the district office in public domain. This should also contain the grievance redressal procedure in brief," the circular issued by DoE said.

The government also asked to maintain record of the grievance.

"The record of the entire grievance, submissions made by the parties and decision taken should be kept properly at the district level so that, in case the complainant appeals against it to Delhi Commission for Protection of Child Rights (DCPCR) the necessary steps can then be taken easily," the circular said.

Also, the DoE directed that the decision taken should be communicated online on the same day on which it is taken and that the complainant must be informed in writing or by phone that the decision on his or her complaint has been taken and that it is available online.

"How can a parent belonging to EWS category, who cannot fill up forms in English would be able to go to the link, locate it and register complaints," said Vohra who had demanded that DoE should come out with a detailed procedure for grievance redressal.

Vohra appealed DoE to come up with a grievance redressal system for Preprimaery of Geneneral category families.

नई दिल्ली। नर्सरी दाखिलों में निजी स्कूलों की मनमानी के आगे अभिभावक बेबस हैं। आर्थिक रूप से पिछड़े वर्ग और वंचित वर्ग को राहत देते हुए शिक्षा निदेशालय ने ऑनलाइन शिकायत का लिंक उपलब्ध कराया है, लेकिन सामान्य वर्ग के अभिभावकों के लिए शिकायत की कोई विंडो न होने से वे असहाय हैं। किसी न किसी नाम पर स्कूल सामान्य वर्ग के अभिभावकों की स्क्रीनिंग करने में लगे हैं। चाहे वह उम्र हो, पैरेंट्स की शैक्षणिक पृष्ठभूमि हो, या फिर रोजगार से लेकर उनका योगदान, इन सबके बारे में स्कूल जानकारी ले रहे हैं।
दाखिलों की दौड़ में अभिभावकों की पहचान से बच्चों को पहचान (दाखिला) मिल रही है। स्कूलों के क्राइटेरिया में ऐसे नियम शामिल किए गए है, जिनमें माता-पिता के योगदान को शामिल किया है तो किसी ने उम्र के अंकों को भी मानकों में शामिल किया है। कहीं-कहीं माता-पिता के राष्ट्रीय पुरस्कार से बच्चों को दाखिले में लाभ मिल रहा है।
वसंत वैली स्कूल में कुल 90 सीटें हैं, जिनमें से सामान्य के लिए 45 सीटें हैं। स्कूल ने 25 अंक ऐसे अभिभावकों के लिए रखी हैं, जिनके पास स्पेशल एचीवमेंट है या समाज के लिए योगदान किया है या फिर राष्ट्रीय पुरस्कार से नवाजे जा चुके हैं। इसमें खेल और समाज सेवा के लिए राज्य स्तर पर अवार्ड पा चुके अभिभावकों को तीन अंक, राष्ट्रीय स्तर पर नवाजे गए अभिभावकों को चार अंक और अंतरराष्ट्रीय स्तर अवार्ड वालों को पांच अंक दिए जा रहे हैं। इसी तरह से सरकारी काम और डिफेंस सर्विस के लिए अंतरराष्ट्रीय पुरस्कार पाने वालों को पांच और रिसर्च व प्रकाशन में अंतराष्ट्रीय अवार्ड वालों को भी स्कूल पांच अंक दे रहा है। वहीं, सरदार पटेल स्कूल ने 25 सीटें केवल गुजरातियों के लिए आरक्षित की हैं। श्रीराम स्कूल उम्र के लिए दस अंक दे रहा है। साधु वासवानी स्कूल सिंधी मातृ भाषा होने पर अंक दे रहा है। वहीं डिफेंस पृष्ठभूमि होने या शाकाहारी, नॉन स्मोकर, शराब का सेवन न करने वालों को भी अंक दिए जा रहे हैं।

Not on public domain but in Toi n other paper .DOE looks confused

I am feeling helpless as my daughter is just 20 days overage. Schools are not accepting the admission forms for those kids who are more than 4 years
