Assembly elections delay nursery admissions in Delhi

 Economically Weaker Section parents seeking admission of their children to nursery classes for 2015-16 academic session said that authorities are busy with the run up to the Assembly elections and are taking long to issue certificates required by private schools in the city.

After the issue was brought to the notice of the Directorate of Education by a child rights group,Admissionsnursery.com the DoE extended the last date of submission of documents till March 31 for the EWS category .


Sunil Kumar, who sells books on the roadside in outer Delhi’s Sultanpuri area, has applied to 50 private schools for the admission of his child. “But nobody replied back. I had spent around Rs 100 to Rs 150 to go and submit the form to each school,” he said.

Asked why did not he fill forms online, Kumar said, “Forms are available online. One has to download it and fill it up and submit it to the concerned schools in person.”

Like Kumar many parents complain that there is no school in the one kilometre radius. “There are two schools in the three-kilometre radius. But we don’t stand a chance because the first priority is for those children who live in one kilometre radius,” he added.

Kumar has approached a grievance cell in Mangolpuri. “But they asked me to come back after a few days,” he said.

Another EWS parent Amit Lal had submitted the rent agreement as the residential proof while applying to 15 private schools. “The schools accepted the documents then but now they rejected my candidature,” said Lal. “What are we supposed to do? The redressal mechanism is also non-functional due to elections,” he added.

The DoE said that the management of some unaided private recognised schools are refusing to admit the application forms for selection to the EWS and Disadvantaged Group categories due to non-submission of income certificate and caste certificate.

“It is understood that due to the elections the Revenue Department machinery is extremely pre-occupied in discharging poll-related functions. Therefore, the process of issuance of requisite certificates might be getting delayed,” the DoE said.

“All the unaided private recognised schools are directed not to refuse forms from applicants belonging to EWS and DG category for the academic session 2015-16. Parents or guardian can submit the required documents till March 31,” it added.

However, the applicants will have to produce the receipt of having applied for the relevant certificates in the revenue department, at the time of submission of the admission forms.
“In case, the selected children fails to submit the relevant supporting documents till March 31, the private schools may cancel the candidature after an intimation to them and fill the said vacant seats from the waiting list candidates,” said the DoE

How sad that they realised it too late...the damage is already done since the submission dates are long over and many schools did reject forms where a copy of the original caste/revenue certificates were not available
