Schools taking advantage of confusion over minimum age; flouting norms at will
While the confusion about the age criteria for nursery school continues with the Government maintaining and supporting increasing the minimum age for admission in nursery classes from three to four years in Delhi, both schools and parents whose children are due for admission are going ahead and admitting three-plus-year-olds to nursery.
“While the Government's move to increase the age of admission to nursery is a welcome one we are not sure about when the court's verdict will come. We understand that the move is a positive step to reduce pressure on children. Since most schools are taking in children who are three plus, we have no choice but to take admission when available. Admissions to KG are very tough in Delhi as there are very few schools offering seats in KG. Many popular schools across the Capital have started calling parents for verification and informal interaction. The admission process to nursery is very much on and parents don't want to risk not getting their children admitted,” said Panwar Bhartia, who is trying to ensure that his three-year-old daughter gets a nursery seat in a Delhi school.
Noting that several schools were not even waiting for the Delhi Government dateline of announcing the first cut-off list on February 1, Sonma Gupta, another parent seeking admission for her child, said: “Several private schools have already started the admission process and are openly flouting the norms laid down by the Government. Parents, of course, are taking admission and paying the school fee to ensure that they have a seat. Some of the popular schools are complying with the guideline but several schools have started taking in students and parents are left with no choice here.”
Sumit Vohra, who has started a website to help parents seeking nursery school admission, said: “Parents whose children don't have any extra points under the sibling/alumni category are finding it very difficult to get admission into any of the popular schools in Delhi. We have received complaints from some parents about the ongoing selection process not being transparent. Several schools have not disclosed the points allotted to each student which leaves the parents confused.”

On the one hand, government made it clear that school can formulate their own procedure of admitting children including the age limit. While most of the schools have opted for 3+ and not 4+, then schools are not at fault as far as age is concerned. The government should have made it clear in the beginning itself. Since it was not done on the government part, PILs were filed and decision is still awaited whether 3+ or 4+ child should be admitted in a school where pre school is the entry level and 4+ where pre-primary is the entry level and 5+ where class 1st is the entry level. Why schools should suffer for government's delay in its decision.
Secondly, as far as transparency in the procedure is concerned, it must be maintained by all at all levels and I strongly condemn violence of such practice if followed by any of the schools. Government should take decisive and punitive action immediately against those erring schools by making it public.
Third, I also want to bring to the knowledge of government through this forum, that powers be given to the schools to cross check correctness of the facts submitted by the applicants admitted under any category within a period of 6 months of their admissions and if found guilty, admission be cancelled in toto of that applicant. Because there may be many culprits who may snatch the right to free education on the basis of false documents or getting those by suppressing the factual information.
To conclude, I suggest lottery system for admission if transparency is to be maintained. However, no system can satisfy parents community. Be it school autonomy, be it point system or be it lottery. Because there may be cases where one applicant might have applied for 50 schools but still could not secure a seat by default. Therefore, lottery system may decide the luck and future of a child in absence of a fair and transparent system.
Hope the government will look into my suggestions.
Its burden on children. Ideal age should be 4+.Some of the schools are flouting the rules and taking admission before the cut off date of February 1, 2012.All the drama should be stopped and admission age should be fixed to 4+ by the court.
The government has all the data of new born children. I fail to understand that rather than creating a mockery of the system, why are new good schools are not opened keeping in mind the new born kids in a particular year. Government and schools are dictating their own terms without considering a year if an innocent child is lost because of their money making schemes year after year..... More over the points systems are pathetic, where a child would be given admission only on sympathetic grounds. At one side we say that all the children have right to education and schools which is the second place after mother where a child learns divides and reserve their seats on their respective religious grounds..Does any one has the answers as to why nursery admissions are such a pain
