admission at play and nursery

Can any one tell me about rules for the admission in play and nursery regarding age and distance .

a)     What is the age for admission as some schools are  taking admission at the of 1.6, some at 2.5 and some at 3. I am totally comfused?

b)    Is it compulsory that pick and drop point should be  our home as I am staying at Lajpat nagar and working at Vasant kunj?

6 months are suffiicient as in delhi nursery admission  is at min 3yrs ( 6 months enough for seperation anxiety / peer group etc )

Min 2yrs or 2.5 ys .rest it has become big business.

 but other thing I wanted to know about distance. As I stays at Lajpat nagar and works at Vasant kunj. Can I apply for nursery school at vasant kunj as my daughter stays with me at baby room at my office.
