Admission criteria in Noida

Hi 

Can anyone tell me guidelines of UP govt for determining the age as on 31-July instead of 31 March to implement NEP?

My son is July 2021 born but school is not promoting him in UKG after nursery. They are promoting in LKG which is new level introduced
