Govt seeks legal view on RTE’s ‘random’ selection

New Delhi: Fretting over the meaning of ‘‘random’’ as used in the RTE Act, education department has now asked for the opinion of the legal department in the matter of nursery admissions. ‘‘They have asked for a couple of days so we hope to come out with something concrete by Wednesday,’’ education minister Arvinder Singh said. Singh had met the chief minister last week to discuss the matter but there was not too much headway, officials say. Education department sources say that the minister is in favour of lottery but schools are opposing it as are parents for whom a random lottery may just mean two kids studying in two schools in two corners of the city and endless travelling. 
    Asked whether the age of admission to nursery that had caused so much confusion in the last couple of years had been ascertained, Singh said, ‘‘RTE is silent about which class a child should go to at which age. It just 
says kids in the 6-14 years agegroup should be in school.’’ 
    Officials say the point system that had been evolved after so much effort cannot be implemented this time because of the fact that RTE says admission cannot be based on any criteria and all children should have equal access to education. ‘‘If admission is to be random then there has to be no other option but a lottery that may turn our results that are not palatable to everybody including parents. On the other hand, if we were to retain the distance criteria which many people feel is one of the most important things while deciding which school a child should attain, then the very word random is violated,’’ said an official. 
    Trying to evolve a system that will be acceptable to everybody is going to be very tough, officials concede. But Singh promises, ‘‘We will not put in place a system where parents or children end up travelling the length and breadth of the city. We are considering various options but a lot depends on how the legal department sees the matter.’’

Still confusion...what Mr. Lovely is doing whole year...just sitting idle ...useless ministers..its high time now and all parents are really fighting with future of their kids...pls for god sake come out with Final guidelines and start admission process..sleepless nights for parents...Mr. Vohra pls tell Govt authorities not to delay this. Thanks for all ur support.
As per my understanding it should be like this:
1st Preference must be given to those children whose brother/sister is/are already studying in the same school.
2nd There must be a Random selection for all other applications.
Ministers and Senior Govt. officials need not to worry about their children because schools are running behind them for approval etc. but an ordinary citizen has to suffer a lot because of their inefficiency. Since they are not worried about the admission of their own children they work at their own sweet speed - Not answerable to anyone in the whole world. No performance evaluation system for our Politicians.
I agree with Pramod's perspective. First preference should be given for siblings case (a child's borther or sister already studying in a school). For the rest of the applicants, either a point based system or random.
Sibling should be given prefence but how i think parents can give their view
if it is our first child what should they do, in which catagory they come

the main problem is age criteria, but unfortunately no one is looking in to it with seriousness.

the whole stress is on points system, parents are still unanswered that what age they should put their children in formal school?

its a shame that such educated people are note able to take decisions ............

These guidelines are total surrender to the school lobby. Now, each school will fix the categories according to their advantage.

Even Alumini is the indirect way of profiling the child...... example DPS, Modern school alumini kids will definately belong to higher income class...so give more stress on Alumini and siblings and you have the kids of the rich in your school....
