Age for admission to nursery will remain 3+, govt tells court

New Delhi: The minimum age for nursery admission remains unchanged at 3+. On Tuesday, the Delhi government reiterated its stand before the Delhi high court stating that it will not consider nursery as part of formal schooling of a child and the entry age for formal schooling, which starts from KG, is 4+.
The court, which was hearing a contempt plea against the Delhi government for taking no action against some private schools for their alleged failure to comply with its earlier order fixing 4 years as the entry age of a child for admission in pre-primary class, dismissed the plea after the government filed its affidavit.
Justice G S Sistani, while dismissing the contempt petition filed by an NGO, said “no contempt petition is maintainable against the respondent (NCT government). Filing an affidavit on a contempt petition by Social Jurists, an NGO, the Department of Education, NCT Delhi, said it would lay down a regulatory mechanism for nursery education. The Department of Education will establish a monitoring mechanism in each district to ensure that all recommendations were effectively implemented and that children of preschool stage should not get preference over other children for admission in pre-primary class,” stated the affidavit.
The department also assured the court that it will introduce one year pre-primary in all government schools within three years, which will require additional classrooms and recruitment of teachers. Right now, only 160 of the 375 Sarvodaya Schools have a pre-primary class. In 2007, HC had directed the government to make the duration of pre-primary education one year instead of two years.
The petition filed through counsel Ashok Aggarwal, Social Jurists, said the government has failed to comply with the court’s earlier directions, including Ashok Ganguly committee recommendations, to prohibit schools from taking children below four years for admission in pre-primary class.
The government had assured the court that it will implement the direction from the academic year 2008-2009 but till date it has failed to implement the same, the lawyer said. It was alleged that schools in the city have been admitting children who had turned three and some schools were even taking children who completed two years by violating the norms which fixed completion of four years as the entry age for admission to pre-primary class. The petitioner organization said as per the Education Act, a child needs to complete five years by March 31 of the academic year for admission to Class I. It was also stated schools give admission to children for two years before they get admitted to Class I, which is against the existing statute. TNN

What a foolish Stand. They are making mockery of us parents or what?
Thanks Govt for not making it 4+ for nursery...many humble thanks.......however y the 30-5- admn fees taken by school ...shouldnt be taken again at KG AGE4+.....pLEASE CHK INTO THIS CLAUSE

ok....so the closest school i have applied in is 3km from my residence......i would gladly sent my child there to start his formal schooling but not to attend another playgroup(what nursery is nnow going to be)

i might as well continue him at teh nearby play school he is currently going to......but then that would mean that big school will not admit my child into KG next year because they will have their own nursery students to whom they will give preference.

so ultimately i will be compelled to admit my child into some big school nursery class......pay them a hefty ammount....and then pay them the same ammount next year!!!

WHAT THE HELL IS THIS AND WHY SHOULD I AND REST OF THE PARENTS TOLERATE THIS CRAP THAT THE GOVT. AND SCHOOL IS THROWING AT US. THIS IS OUR DEAR MONEY AND OUR DEAR TIME AND ABOVE ALL OUR DEAR BABIES......THE 4+ SCHOOL STARTING AGE IF ATALL HAD TO COME IT HAD TO BE FOR THE BENEFIT OF KIDS.....WHERE SRE THEY BENEFITTING IN THIS CASE SCENARIO.........

MY REQUEST TO ALL THE PARENTS.LETS UNITE AND DO SOMETHING ABOUT IT. THIS IS NOT WHAT WE DESERVE.....

Thay are really making mockery of us ..IT is horrible to even think of going through same procedure next year..
I am unble to understand this RTE act is made for the benifit of parents or for the benefit of school..(and Harrassment of Parents)
Next time they 'll agin charge the hafty amout in the name of admission process..
Either govt guidelines sholuld not keep us in dark earlier or rules should be implemented from next sesssion

Yes I totally agree.  The Govt. and those in authority may not be consistent with their stance but we as parents can unite and make our voices heard
Government is harressing parents a lot which can't be justified in any way. All parents are wasting precious time and money because of improper and delayed guidelines. They can suffer once. But it cannot be repeated in KG. I accept that nursery can't be a formal schooling. But if once admitted in nursery they should continue. I feel like some schools Government too is getting profit from some back door operation. Better cancel the whole admission process and form a committee with eminent educationist to review the situation first and take action like national disaster.
I hope schools don't ask us again to buy admision form and prospectus for KG admission. Also I hope if my child is not given admission in KG, schools will refund the admission fee or if she gets in to KG of same school, they don't charge me the admissiion fee again. What is going to be criteria for KG admission. Do our children need to sit thru the IIT / IIM level exams to get in to KG. If my child has cleared GMAT and TOEFEL will these marks be considered or she has to sit thru the KG entrance exams. Let me know if I need to resign from my work and only concentrate on Nursery and KG admissions of my child. Ok, once she gets thru to KG, from where I am going to get funds for her education. All the time I have spent on admissions I am left only with the admission letter and no job.

You should have seen the way some schools were selling form/prospectus; there was nearly a riot like situation when the window closed at 1 PM. Now I do understand why Maoists have taken to guns all over India. If educated people living in capital city like us are gettng frustrated with GOVT policies; you can only imagine the plight of people living elsewhere. I think Govt wants parents to resort to violence. In a meeting with foreign dignitaries i am often asked why i speak so loud. I say this is the only way you can be heard in India; so it is become a habbit. Have you see how our MPs shout and throw shoes at each other and break chairs. I think they are sending us a signal; that this is how it is going to work in India.

The problem with Indians is that we can't stand united. We saw how people have looted in CWG 2010 and 2G spectrum. What have we done? Except for the media no one else is saying aything. People are scared to voice thier opinion lest they will be stigmatised. Also we are a deeply divided nation in castes, religion, skin colour and languages. I wonder why India is independent for last 60 years after being in slavery for 2000 years. Do you think if China attacks India, we have the willpower or the gunpower to protect ourselves. At the Indo China border millions of Km of our territory is already controlled by China.
