Any guidelines that call out change in fee structure for primary students due to COVID?

I wanted to check if there are any guidelines that talk about the change in fee structure for kids in nursery/primary classes. As there is not much teaching that can happen with kids in primaries over online meetings, and most importantly the kids not going to schools, how are the schools going to structure the fee demands for the second quarter. My kid is attending, or should I say we are trying to make him attend 1 hr classes organized by teachers for his school, divided into 2 halfs with a break of half an hour in between. Seeing him and the other kids in those sessions seems like struggle for all the parents. It is really hard to create that school environment at home for kids at such an early age, not to forget that the home is their fortress as there is limited or no exposure to the outside world. There is very less learning that takes place in these sessions. I understand that this all is new to all of us, but considering that the schools are not opening and the expediture on resources for the school must have reduced significantly, is there any set structure announced by the govt that schools must follow?

Dont you think its unfair to consider all students in the same bucket. While it makes complete sense to charge students (above grade 2nd) who are benifited through the online classes, the students in primary classes are learning very less out of them as most of the primary kids learning happens majorly at the schools through interactions and 2 half an hour sessions dont sufice the need. In fact that learning curve with interactions with fellow students (peer learning) is completely missing. Is there any other on going discussion that I can include my voice with or any way to raise this concern to the authorities, that you can suggest?
