Are all schools mandated to foloow DOE schedule as given in 9th January notification

Are all the schools mandated to follow the admission schedule as notified by DOE in their 9th January advertisement [31st Jan last date for form submission, 28th Feb first list, 15 march second list] or they can set their own? Many schools are still advertising on their website 23rd Jan as last dt for submission, 15th Feb for first list, 28th Feb for 2nd list etc.

They are mandated to follow 31st Jan submission schedule released on 9th Jan
