Are parents admitting children below four years to nursery classes for the 2011-2012 academic year at their own risk? Will their admission be withdrawn after being found to have violated a 2007 Delhi High Court (HC) order? The HC on Thursday sought a list of schools that plan to admit kids aged below four, as on March 31, 2011.

The court was hearing a contempt petition filed by Ashok Agarwal, founder of NGO Social Jurist against Delhi chief secretary Rakesh Mehta.

Asserting that it was wrong on the part of the Delhi government to remain silent on the age rule in its guidelines, Agarwal contended it has "deliberately and intentionally" disobeyed the directions of the HC, dated September 26, 2007, as per which, the minimum age for a child to enter a formal school in Delhi from the academic year 2008-2009, shall be four years on March 31 of the admission year.

He said the duration of pre-primary class shall be one year and the same should be the class immediately prior to Class I.

Justice G S Sistani sought the list of schools from the NGO, after Delhi government lawyer Zubeida Begum submitted before the court that there was no violation of rules.

Agarwal told the court that "the government... is still permitting all unaided private schools to continue the unjust, illegal and cruel practice of running two years of pre-primary classes and admitting children of three plus years age, instead of one year of pre-primary class and admitting children aged four plus years".

He told HT, "Parents admitting their children below four years will be doing it at their own risk.”

The Delhi HC had banned interviews, framed guidelines for nursery admission and fixed the age rule for the first time in response to a public interest litigation filed by Social Jurist in 2007.

ur calculation is correct, but thats why they r saying one year of pre-primary instead of two as it is now
Dear Mr Sumit Vohra,

Thanks a ton for raising the age, neighborhood and first child issues on TV programs! You were absolutely right when you said that the admission age should have been changed to 4+ and also that points should be given for neighborhood and first child categories. I don't miss any TV discussion having you on the expert panel. Must say you are indeed very knowledgeable and have a great understanding of the nursery admission issue. Keep up the good work! We all are there to support you through thick and thin.

Dear Ayush

Thanks a  bunch for your kind words which program you are talking about ?

I still believe that 4 plus is the best age for nursery according to my personal

exp with my elder daughter who went at the age of three plus and also according

to the law of land

But this year the mess created by govt/schools i personally feel govt will bow

down to arm twisting tactics of schools and they will start admission at the age

of 3years plus   and after starting they cannot change it  !!

Under the Obama administration, recognition of importance of early ...

This I found out under Preschool topic in this link http://en.wikipedia.org/wiki/Primary_education_in_the_United_States

As I am running an Infant Education first of it's kind in Delhi I agree US system. A child's brain is so powerful from womb to 5 years of age. and 0 to 3 years of age is the critical peak period ( where a mother can teach her baby for 2 minutes thrice a day at home - joyful learning) and thereafter 3 to 5 years of age brain works a little less compared to first 3 years. And our parent community should understand that right brain of the child works and it should should be tapped afterwards it shifts to left brain as we all use. You can definitely make your kid genius. But learning should never be stressful and it should be joyful throughout. So you can decide which age is correct age for schooling.

We all should abide by the HC order. 3 years toddlers are too young for Nursery School. Only request is all the schools should ask for 4 plus age in this academic year itself.

it will not !!!! cant you guys discuss anything else please...nursery sessions cant be empty...3+ creteria is followed since many years dont know why this time around there is so much of hue and cry...dont send your kid to school if you think he/she is small...

Dear All,

My 2 cents

No doubt 4 years plus is better age for nursery but admissions will start at 3yrs plus

If you talk about schools they will be at loss as in case of 4 years plus being the age

this year will go as ZERO YEAR ( only 10-20% new admissions) that means loss

of CRORES for school lobby

I agree with rahul that school have vested interest in this !!

Thanks sir !! but sad thing is many parents are not getting my point...moreover this will create a bigger chaos next year if 4+ is implemented this year..and 10-20% admissions too will be in favour of reputed schools rest lesser known schools will suffer badly..

the only way to implement 4+ is to have 4+ as on 30th sep 2011 this time around and for 2012 you can have 4+ as on 31st march 2012 ...

but i have to make it clear admissions have become more complex than as they were few years back..it used to be so smooth and for all this we parents are also partially to be blamed as well..

and one request can you put forward one question to mr.agarwal that why was this PIL not filed in 2008,2009 and 2010 when the age norms were violated? what is the use of it now? had it been done at that time atleast this age issue would have been clear ...
Mr Vohra asked him he accepted that  should have done earlier
okay thanks and is it possible to convey him that if he wants 4+ to be implemented please keep 30th sep 2011 as eligibilty date..
