Admission Guidelines suggested by

the National Progressive Schools’ Conference (NPSC)

NPSC in its General Body meeting held on 3rd December 2014 welcomed the decision of the honourable high court calling it a landmark judgement, upholding autonomy of the private unaided public schools and granting freedom to the schools to devise their own admission guidelines.

Members decided that the guidelines should be –

(a)          Student friendly

(b)          Parent friendly

(c)          School friendly 

(d)          Transparent

(e)          Catering to all segments of society.

The policy designed should be clear and such that it is easy to implement and without any confusion.

NPSC schools are already following the Right To Education Act in Toto and have provided quality education to children admitted under 25% seats for EWS with full zeal and enthusiasm.

Children from all social and economic backgrounds shall be equally considered for admission.

No parent / child would be interviewed. 

Following are the guidelines advised by the NPSC to its members –     

  1. Neighbourhood/distance- All members agreed that this should be one of the criteria, for which each school can decide the points keeping in mind their own specific requirements and catchment areas.
  2.  Sibling- Agreed by all that points must be allocated for siblings
  3. Alumni- Members agreed for allotting points for alumni as per specific requirement of each school
  4. Staff ward- Everyone agreed that status quo should be maintained (5%)
  5. Management quota- All members agreed on the Management discretion upto 20% seats.
  6. Children with special needs- The members agreed that as per the suggestions of the Chairperson, NPSC schools must be disabled friendly and bring in children with special needs as a social responsibility.  

 

The house felt that other categories could be made optional depending upon school specific requirement i.e. –

*Single Parent.

* Girl Child.

* First Born Child.

*Minority.

Etc

The above parameters are only for general seats.  It may be noted that as per the directions of RTE, 25% of the seats have to be reserved for the EWS category.

All these parameters had been cleared by the Government of National Capital Territory of Delhi in their order dated 29th November 2007 and later by the decision of Hon’ble Supreme Court of India vide order dates 14th December 2007.

  1. It was also decided that the amount to be charged: Only Rs 25/- for registration (No other charges).
  2. There should be no sale of Brochure/Prospectus or any money charged for the same.

The house agreed that the admission process should be initiated at the earliest and accordingly decided that -

  1. Distribution & Collection of Forms should open between 20th December 2014 and 20th January 2015 for a minimum period of 15 days. 
  2. Draw of lots for Economically Weaker Section should be done between 25th January 2015 to 5th February 2015.

The schools should give dates for display of first list or any subsequent list on website / notice board. 

The entire admission process should finish by 31st March 2015.

Hi Sakshi,

Do we need any affidavit for First Child and Girl Child category? What is the process for the same and how many points are for this category?

If any school is giving points for any cat ,yes they will only ask then for affidavit .

wait n watch you can get made in 1 hour .

Thanks a lot sakshi..but r the NPSC schools going to stick to their guidelines even after the court has been approached the second time?? Or will their decision on the guidelines also get affected by whatever the court decides?

If court decides that LG guidelines should come back then these guidelines wont have any validity .

so wait n watch for tomorrows verdict.

Hi Sakshi.When is the final verdict on the nursery admission guidelines expected.Also ,have the admissions started in any of the schools in south Delhi ?Thanks in advance .

Tomorrow in HC double bench but you never know if the case goes to supreme goes .so i cannot call it final date.

Who will be responsible and look into alleged irregularities in admission process? Not all schools are transparent. We have many instances where selected list are pre-fixed by schools and where list follows thereafter, interchanging of seats between general and staff quota, and parents forced the buy prospectus for hefty money, etc. There is no way for transparency check in the admission process. Moreover the seats in top schools will go only for kids of alumni and for siblings case. Awaiting eagerly for further HC updates..

is it good for us as i am a parent of a daughter who seeks for adission this time fro Uttam nagar coz NO girl qota .As per mail  forms will be started in distriution by dates mentioned there--
