Some schools ask for 2 proofs and it is added. But school specific and confirm from school.

Even voter's id in name of parents can be valid.

For sample a school has asked

In case of rented accommodation, an affidavit on stamp paper

should be submitted along with any valid photo identity for eg. Driving License, Passport, Voter ID etc. So it is school specific.
