Can UP people residing close to Delhi apply in Delhi schools?

I am staying in Suryanagar, Ghaziabad, very close to Delhi. I wanted to know if I can apply in Delhi schools for my kid's Nursery admission.

Last year it was allowed under 8km rule but depends on new guidelines . Cannot predict anything now.
