Confusion of age for Nursery Admission

The required age for Nursery admission is 3years..My son is born on 27th February 2012..he'll turn 3 by 27th February 2015. Is he fit for nursery as per his age or not..Many schools are suggesting for Pre-Nursery. And if I enroll him in 2016 March he'll be 4 by them. Won't be it too late for admission for Nursery..??? Please suggest!!!
