Income Limit is raised to 6 Lakh. You need a certificate that you are non-creamy layer.

I have OBC certificate and i am not the creamy layer that is mentioned in it but it is 14 years old. What type of certificate is required that i am non creamy layer and from where i can get it.

And what if the mother of the child belongs to OBC & have a certificate but father doesn't belong to OBC. Can the child get the right to apply under DA category?

Yes. Either father or mother should belong to that category.

So if you are not creamy layer then by default you are Non Creamy Layer. So you have to proves that you fall under this layer. so you should obtain a OBC "Non-Creamy Layer" certificate .
The authorities competent to issue the OBC "Non-Creamy Layer" certificate are indicated below:
(i) District Magistrate / Additional Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner / Deputy Collector / Ist Class Stipendiary Magistrate / Sub-Divisional magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (not below the rank of Ist Class Stipendiary Magistrate).
(ii) Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate.
(iii) Revenue Officer not below the rank of Tahsildar and
(iv) Sub-Divisional Officer of the area where the candidate and/or his family resides.
Hope it will take 15 days to get.

OBC certificate can be 14 year old or new does not matter.

So Residence Proof, Caste Certificate and income certificate i.e. non creamy layer certificate also needed.
