नर्सरी दाखिला: स्कूलों को मनमानी की छूट

>नई दिल्ली. इस बार प्री-स्कूल, प्री-प्राइमरी व पहली कक्षा में दाखिले के लिए गाइडलाइंस स्कूल अपनी मनमर्जी से तैयार कर सकेंगे। इतना ही नहीं निदेशालय की ओर से घोषित दाखिला कार्यक्रम में भी स्कूल पूर्व सूचना के तहत बदलाव कर सकते हैं। हालांकि गरीब कोटे के लिए कॉमन एडमिशन फॉर्म जारी किया गया है, जो सर्वमान्य होगा।

शिक्षा निदेशक दीवान चंद की ओर से जारी कार्यक्रम के तहत राजधानी में दो जनवरी, 2012 से नर्सरी दाखिले शुरू होंगे और 31 मार्च तक जारी रहेंगे। आदेश के मुताबिक बीते साल की तरह ही इस बार भी आरटीई एक्ट के तहत 25 फीसदी सीटें आर्थिक रूप से पिछड़े छात्रों के लिए होंगी और शेष सीटों पर सामान्य श्रेणी के दाखिले होंगे। इसके अलावा 20 फीसदी मैनेजमंेट कोटा निर्धारण करने का निर्णय भी स्कूलों पर निर्भर करेगा। दाखिला कार्यक्रम का पालन करने के लिए सभी स्कूल बाध्य हैं और ऐसा दाखिला प्रक्रिया में एकरूपता लाने के उद्देश्य से किया गया है।

इसके बावजूद यदि कोई स्कूल इसमें बदलाव चाहता है तो उसे इसकी जानकारी संबंधित डिप्टी डायरेक्टर को 31 दिसम्बर तक कारण सहित देनी होगी। बिना सूचना के दाखिला कार्यक्रम में फेरबदल को उल्लंघन माना जाएगा। इतना ही नहीं बदलाव के मोर्च पर दाखिले शुरू होने व खत्म होने की तिथियों में परिवर्तन संभव नहीं होगा। पारदर्शिता पर जोर- शिक्षा निदेशक ने साफ किया कि दाखिला कार्यक्रम की जानकारी छात्रों व उनके अभिभावकों को उपलब्ध कराने के लिए सभी स्कूलों को इसकी जानकारी नोटिस बोर्ड/ वेबसाइट और शिक्षा निदेशालय की वेबसाइट पर उपलब्ध लिंक पर देनी होगी।

गरीब कोटे के लिए कॉमन दाखिला फॉर्म- मुफ्त एवं अनिवार्य शिक्षा अधिकार कानून के तहत दाखिलों में उपलब्ध होने वाली 25 फीसदी गरीब कोटे की सीटों को भरने के लिए एक कॉमन एडमिशन फॉर्म जारी किया गया है। सभी स्कूल को निर्देश दिया गया है कि वह इस फॉर्म का इस्तेमाल करें। इसके अलावा स्कूलों को सख्ती के साथ कहा गया है कि वह किसी भी गरीब कोटे के छात्र को दाखिला फॉर्म देने से इंकार न करें।

आयुसीमा पर स्थिति साफ नहीं- दाखिले की उम्र को लेकर अभी स्थिति साफ नहीं हुई है और निदेशालय ने भी शुक्रवार को जारी गाइडलाइंस में इस मामले में कुछ नहीं कहा है। न्यायालय में विचाराधीन एक मामले के चलते फिलहाल आयुसीमा को लेकर निदेशालय खामोश है। मामले की अगली सुनवाई 21 दिसम्बर को होनी है। बता दें कि न्यायालय में सौंपे गए हलफनामें में साफ किया गया है कि प्री-स्कूल में दाखिले के लिए छात्र की उम्र चार साल से कम होनी चाहिए, जबकि प्री-प्राइमरी में आयुसीमा चार साल या उससे अधिक और पहली कक्षा मंे पांच साल या उससे अधिक। आयु का निर्धारण 31 मार्च, 2012 के आधार पर होगा।

दूसरी दाखिला सूची जारी करने की अंतिम तिथि- 29 फरवरी, 2012
दाखिला प्रक्रिया समाप्त- 31 मार्च, 2012

The age criteria is still a unfolded mystery. The article in HT on one hand gives an impression that age is 3+ and on the other hand it confuses the person by distinguishing between the schools having nursery and kindergarten classes both and the schools having nursery classes.

Out fate is still undecided

its good that atleast some clarity is there
any decision taken will always be liked by some and disliked by some
this matter should be closed once and for all once a decision has been taken
some person taking these issues every year to remain in limelight

Thanks to Vohra ji for rendering the services uniformly, not in the bases of reservation. Registered users r getting updates on time and freely ( this is what make the different between severing the humanities and ..... and implementing the policies for private school and government).

This is what happen which parents were avoiding to accept and have too now the worst guidelines continue with worst to worst 3+ age (even the child does not mature enough to have the challenges of school /education ).

Its simply the game playing between school n Govt. who gets what as loosing side will always be parents.

Here the EDUCATION IS BEING SOLD NOT provided "RIGHTS TO EDUCATION".

Schools should not ask parents to fill the educational information and income of the parents in application. Last time schools called parents individually seeing this. If no screening it should not appear in applications forms too. If they need data for school records they can ask after admission is done.

It should also be made clear if just photocopies of birth certificates will do. Originals should only be required at the time of admission only and not application. Also applications should be received till 16th Jan and should not be stopped earlier. Sunday should be made open. Price of forms should be fixed and made public, purchase of prospectus should not be mandatory.

I agree with Dr Gupta,s statement that govt has taken a decision for 3 plus in nursery 4 plus for KG and 5 plus for 1st. A similar petition was filed and dismissed by high court in January 2011 by justice sistani , when govt gave the same justification. So I doubt HC would do anything different here.

We should also make sure with the upper age limit for nursery admission. But according to RTE upper age limit should not be fixed. Most of the schools have kept points for special needs seperately in general quota. But Special needs come under Disadvantage group and so it should be removed.

As per the circular 15% gen caregory seats will be filled through lotttery system.
Does it mean the admission for gen category will be through a combination of point system & lottery system?
Secondly are these 15% seats a part of gen category quota?
