Good question, there may be many office goer parents who need travelling till late night. However, I suggest parents with stickers should be exempted completely. For random checking, scanned I-Card of the student must be kept alongwith RC, pollution, insurance papers etc.

However, AAP govt and school authorities should discuss deeply.
