Delhi: Nursery admissions turn into a nightmare

A new system, the multiple lotteries and point system, was introduced to improve transparency and fairness in school admissions.

New Delhi The nursery admissions in Delhi schools this year have turned into a nightmare for both parents and schools.

A new system, the multiple lotteries and point system, was introduced to improve transparency and fairness. Sadly it has turned into a lottery game.

Under the new guidelines of the Leiutenant Governor, schools have to conduct a lottery for the economically weaker sections (25 per cent quota), the general category (70 per cent which would include the five per cent girl child quota) and the staff quota (five per cent quota).

Apart from this, there is another complicated point system for the general category that allows: 70 points if you live within the eight km radius of the school, 20 points if you have a sibling in the school and five points each for transfer and alumni categories.
 
That's not all. Schools are complaining that they are getting thousands of applications for a few seats. At Vasant Valley School, 3612 kids applied for just 68 seats in the general quota, while in the girl child category, 1065 applications were received for just four seats. At DPS RK Puram, 2000 kids applied for 20 odd seats.
 
However, the problem does not end there. In fact, the biggest issue is turning out to be the transfer system. Several parents are allegedly creating fake transfers by shifting to the neighbourhood of their choice so that they can get admissions. In the process, those living in the area, lose out.
 
Tarun Gupta, who lives close to the Vasant Valley School, says "Right across the road is Vasant Valley School, but I have not even been considered for the lottery system because I only have the points for distance, not the extra five points for transfer."
 
In fact, at the Heritage School in Delhi, almost all those who have made it to the list are those who shifted base.

Sumit Vohra founder of AdmissionsNursery.com says, in all schools, transfer cases are taking up anything between 40% to 75% seats.

govt's responsibilty is education for all & all schools (incl. govt schools) are good in govt view as long as they meet all the conditions (not limited to admission process) laid by DOE

This system is the worst in the history of nursery admission as parents have no option left to think for a solution. What the people losing in this lottery game do? Should they move to another city for their kids admission? It is shame that authorities are not able to do any thing solid to curb the wrong practice of fake transfer certificates.

I have stopped thinking about the outcome.. It is like being in battlefield without weapons awaiting for someone to come and make us prisoner. 

What a civilized society we are living in..

I m also not satisfied with the current rules. Girl child reservation and sibling point are justified but it is beyond imagination that why transfer cases require “Special Support”. If someone is transferred to a city, he becomes part of that city like others. Also Alumni points are purely for entertaining the “emotional attachment” angle of few parents….. BUT do you think, in current scenario, a handful people's emotions matters?

 

All parents with 70 points are feeling cheated. These 70 points are good for nothing.

 

If education is for all, let’s make this competition simple & fair.

 

I have three things in mind what Govt. should do

i)                    Short term target

Make one single admission form and upload it on DOE's website.... parents will fill this form and select their choice of schools...1,2 3 or 20 whatever they want, Priorities schools obviously one will select good school in the vicinity first ...DOE will draw a lottery on the basis of priority and sends selected forms to all schools.

 

ii)                   Mid term goal

There are many Govt Schools in Delhi which need special attention, infrastructure is there but Administration and governance is missing. Let Pvt. Schools invite to run these underutilized school obviously on some terms and conditions. One term could be exemption from 25% EWS reservation. Fill your 25% seats of EWS category from General quota but give your 25% time and efforts to run these schools.

 

iii)                 And long term vision

In coming 10 years, raise the standard of govt. schools.

 

I am also not in favour of 25% reservation for EWS in Pvt. Schools. I see this reservation like distributing piece of cake between those who are fighting for roti. Instead throwing peanuts and saying we have done something, Govt. should focus on lifting the standard of Govt. schools.

 

Also, this is matter of study that what is the psychological impact on EWS child’s minds when they study with totally different children who belongs from a totally different word? AND what other learns from their EWS friends as they carry a totally different culture of their home and habitat with them.

I REQUEST ALL OF YOU TO SEND EMAILS/ LETTERS TO DOE (diredu@nic.in) REGARDING THIS ISSUE, I AM SURE , VOICE OF SO MANY PEOPLE WILL NOT GO UNHEARD , THIS WAY AUTHORITIES WILL FEEL THE PRESSURE AND COMMON REQUIREMENT OF PARENTS TO TAKE THE RIGHT DECISION, THAT IS TO ABOLISH THE TRANSFER POINTS, ALLOCATE THESE POINTS TO FIRST BORN CHILD AND RE-DRAW IN ALL THE SCHOOLS .

Tomorrow is hearing in High Court on the petition filed. The Decision Day..Lets fill the court and prove ur kids that u care for them....Can u do this...Do u have guts to do this..Battle against Transfer Points..can be won..Need ur participation..Honble Judge wants to see the Mass..Take one day off for ur child..he / she will be thankful to you...Last day and Last time to do anything about the whole thing..See you at High Court Tomorrow../25 Feb./wednesday..
