Attention of all the HbS/Managers of Private Unaided
Recognized Schools is hereby invited towards the decision taken in
the meeting of the Special Task Force. which was held on 07·05·
2014 in North Bleck, New Delhi. The meeting was chaired by Joint
Secretary (UT).
In the said meeting the representatives of Delhi Police informed
that apart from the buses owned by the school, there are two types of
conveyance used by school children, namely, vehicles outsourced by
schools (C'hartered buses) and vehicles arranged by parent groups.
It was decided in the meeting that in respect of these types,
Director of Education, GNCTD can issue directions to schools to
collect the list of drivers and conductors engaged in such vehicles
and get them verified by Delhi Police.
All the Heads of Schools/Managers of Private Unaided
Recognized Schools are hereby directed accordingly to take the list
of drivers and conductors engaged in such vehicles and geL them
verified by Delhi Police. Compliance report in this regard may be
submitted in respective zonal offices of this Directorate within one
month of issue of this circular.
All the DOEs are hereby requested to take up the matter with
school managements of Private Unaided Recognized Schools falling
under their respective jurisdictions to do the needful and submit the
compiled report in this regard to this branch immediately after receipt
of the same from the managements of the schools.
This issues with the approval of competent authority.

CIRCULAR
Sub: Use of unsafe and illegal vans/RTVs for transporting School
children.
Primarily three modes of transport are being used for
transportation of school children in the NCT of Delhi i.e. vehicles
owned by the educational institutions, vehicles hired by the educational
institutions and vehicles hired by the parents/guardians themselves for
transportation of school children in the NCT of Delhi. .•
While",the former two modes of transport are easy to monitor and
it is generally observed that they follow the guidelines regarding
transportation safety of school children under the Delhi Motor Vehicles
Rules, 1993. Ho",ever a majority of the vehicles hired by
parents/guardians themselves are observed to be operating without
taking adequate safeguards towards the safety of school children, thus
jeopardizing the lives of young school children using this form of
transport. Most of these vehicles are overloaded and are plied
dangerously and recklessly at great speeds in utter disregard of traffic
rules and regulations. There have been numerous instances of fatal
accidents involving these vehicles wherein young school going children
have lost their lives.
Though Delhi Traffic Police is making sustained efforts through
education and enforcement, it is of utmost importance that the school
Principals and staff are also involved in sensitizing the
parents/guardians for providing safe and legal transport totheir school
going children.
Accordingly, the Principals and managements of all the unaided
private recognized schools are hereby directed to further exhort the
parents in PTA meetings and at other interactive forums to make use of
safe transport provided by the schools and abstain from sending their
children in illegal vans/RTVs which can prove dangerous or fatal owing
to non-adherence of motor vehicle laws. I ~A_
