I suggest the following :-

(1) Make a Government Website & ask all parents to visit that website & fill forms for their wards & also fill 40-50 schools @ a nominal fees payable to govt OR/AND Also have a place to fill if any parents cant do it online. Then distribute this fees @25 only to schools. Rs.5 per student can be added as govt's processing charges. If anyone wants to fill more than 40-50 schools then charge them at 100 or 200 per school & keep that extra fund for the benefit of RTE or CHILDREN'S FUND or Whatever & pay @25 only to the school.

(2) Govt itself conducts lottery for each school individually. i.e., lottery should be Mutually Exclusive.

(3) Only two lists viz., EWS & General only shall be there. (as per spirit of RTE)

(4) Govt itself should collect the fees & then pay to school to get away with donations. If on visiting any school any child is stopped for want of donation then school's management must be cancelled on 3 or more complaints or as the govt deems fit. To take care of interests of other per-existing students in the school, govt must have talks with some big philanthropist business houses or philanthropist societies to be ready to handle schools or better form a parent-teacher society who can handle or any other way which the parents-teachers-govt community suggests.

Everyone wants their child in DPS RK Puram, Modern, Columba's, & other schools. Everyone must get a chance at no donation & without any discrimantion.

@Surya: I prefer staying outside the Govt. net as far as possible. When was the last time you went in to get a passport / driver's license / open a bank account in SBI/ register your property/ book a  marriage hall? Though there may be some well meaning folks in the Govt. it does not have an exemplary track record in execution (BRT corridor/Commonwealth Games in Delhi .. )!

There has to be a Private body setup for execution answerable to the Govt (on lines of Nandan Nilekani-Aadhar). Maybe the DCPCR/NCPCR be given the initiative to setup and monitor these activities. It could be a consortium from NGOs (like Sumit) and schools .. doing the execution. But the execution has to be privatized for efficiency!

100% agreed! no confidence on government from my side too!

I suggest common format for point system..same point division for all schools.

CAP has been discussed in a wide way and you can refer a thread protesting the flawed point system and we received lot of suggestions from parent community in Feb 2011 and Mr.Vohra submitted the memorandum with support of parents to then the DOE Director Mr.Krishnamoorthy. Is there a better method for nursery admissions?

I propose a Centralised Point System with centralized admission process with following salient features: 1. There should be one common form which should be filled by all parents who are seeking admissions for their kids, online/offline. The form should have all the required details and a few preferred schools. 2. It should be submitted to the DOE or the any concerned impartial authority. 3. Based on the details given by parents, the authorities should assign schools to each child (each child should be given a choice of 4-5 schools to choose from). 4. After this list is out, the parents should choose any one school and submit the same. 5. Once the list is final, the schools should be sent the list of the students who have been admitted in their school. 6 Scrap Alumni Points( Against RTE as alumni is educated till 12th so profiling against uneducated under RTE ) 7 Transparency etc 8 .Strict action against all (schools which flout guidelines) 9. There should be a uniformity from sale of prospects to declaration of selected candidates. 10. Upper Limit of fees should by schools to be fixed. 11. I personally feel instead of relying on Govt.  the task can be given to some independant nodal agency.

Yes, This job can be done well by a nodal philanthropist agency but by a method which cant be fooled. Like Computers selecting the kids at their own & no one should have any chance of misusing this system.

Do you know Govt. has given to conduct national level MD exams for top most Govt. institute to a well know coaching institute. Then why philanthropist? Govt. can invite tenders from private firms. But School lobby will oppose it. 

@Lathaa: The entire admissions process for IIM is out-sourced to a private body who specializes in such large scale exams. Another unbiased option would be a rating agency like Nielsen or an organisation like TCS/Infosys who have a reputation to protect. TCS has been outsourced passport work in the South. ITC does a lot of work like e-chaupal successfully

So outsourcing to private firms is a practical option which Govt. can consider and let us wait for tomorrow's HC verdict.
