DOE Circular Regarding Nursery Admission Withdrawl

For the current session 16-17 , is there any DOE circular regarding the withdrawl of nursery admission and the associated norms.

I need to withdraw admission from a school and they are saying that NOTHING is refundable.

What choices do i have ?
