Admissions are on the verge of getting over and now they woke up..... Moreover issuing guideline is just waste of time unless you assure its implementation.

Why can't the same guidelines DoE issues for general category admissions? No point system at all. Perhaps centralized admission procedure (CAP) based on EWS guidelines specific to distance may help eradicating anomalies of Point System. 

But again this will also not solve the problem as Delhi is not equally distributed with grade schools. Oh God! help us - the parent community of Delhi. We need your incarnation for reforming Indi'as Education System.

In one para of circular regarding distance criteria for free ship quota says

The direction of HC delhi are to be strictly complied by all schools ( with effect from the date of order of HC i.e. 31.01.2012 ) that mean schools which have already completed their admission before 31.01.2012 are need not to apply these guidelines.

Kindly give your views.

As per Hon HC order if  schools have completed  their complete process of admission  before 31 Jan 2012  then they need not follow these guidelines but only doing DRAW OF LOTS before 31 Jan is not complete admission process as per DOE !!

Yes, in my view, all schools who have applied neighbourhood criteria upto 6 kms in their admission process irrespective of date i.e. 31.1.2012, need not follow HC order. Even it is not feasible for those who have conducted draw of lots for all applicants whether they are in neighbourhood or otherwise say 20 kms etc. Those schools are not at fault. 

I suggest freeship admissions on 0-1, 1-2, 2-3, 3-4, 4-5, 5-6 kms and so on.... critiera. leave aside other guidelines.

Common Admission Procedure for General category should be devised by the government (DoE) well in advance atleast 2-3 months earlier for the next session. There should be a fixed date for commencing process i.e. 1st January to 15 January every year. Why parents should wait for forms on different dates by different schools? Let it be uniform for every schools in India except few where climatic conditions do not allow.

Please see reply  By DPS/Springdales principals in today Hindustan Times dated 15 Feb 2012 and Mr Vohra has raised parents concern about  lottery that has been conducted before 31 Jan,DOE has not clarified in the notification and may be misused by schools

Lack of proper homework considering all pros and cons of the existing policies must be done before commencement of admission process by the DoE and not by the schools. 

Earlier schools were permitted to commence admission process from 1.1.2012 with their own parameters which should be approved by the DoE. Schools carried out process accordingly. Now at this stage, instructions to conduct lottery again is not justified in my opinion. Those still to conduct lottery may follow these instructions. 

There is one year for the next session admissions and I am expecting the same drama of issuing guidelines only after the process will almost be completed. My sincere request to the government to formulate proper procedure for nursery /other classes admissions as per RTE.

Do you not think all unaided school should follow the new guidelines issued by Honable High Court and DOE on 31st Jan'12  and 13th Feb'12 as per notification no. F.15(110)/DE/ACT/2011/7563-74 for EWS admission because the notification has been issued in reference to DOE notification no.15(172)/DE/ACT/2011/7290-7304 DT 27.01.2012,

Even those schools also, have declared their result by draw system before High Court order and DoE notification, they must follow the new criteria set by High Court order and DOE guidelines.

@ Basant,

The schools who have still not started admission for EWS category should follow HC guidelines, whereas those who have already finished their admissions need not to follow as this is not practical for the schools to implement the order. Now henceforth, there should be a uniform and centralized policy and fixed period for admissions to different classes in Delhi.
